'RE: UCIA Reactor Proceeding, Docket 50-142

Dear Administrative Judges:

In response to your recent inquiry, be informed that the CEG technical review of UCIA's " Shutdown Analysis" was performed by Boyd Norton, Kichio Kaku, Miguel Pulido, Steven Aftergood, and myself.

On an unrelated matter, the Board in a recent Kemorandum and Order made comments regarding the timeliness of CEG's complaint about the timeliness of UCIA's security plan in the context of due date for timely renewal application.

To set the record straight, the Board should be adv$ sed that CBG only recently learned of the untimeliness of the UCIA submission of its security plan.

CBG did not know four years ago, when the rest of the application was publicly submitted, that the security plan was untimely filed, for t.a obvious reason j

that the security plan was not publicly submitted, being protected safeguards information. Only one member of CBG's team to date has even seen the plan, and that was only last week.

CBG learned of the untimeliness of its filing I

only through a recent reference to its date of filing contained ta a recent public Staff document.
