Dear Mr. Denton:

Background:

Under an Atomic Safety and Licensing Board Order, the University of California at Los Angeles, which once operated a nuclear reactor facility under NRC License R-71, has ceased to be an NBC Licensee. The Board Order incorporated Conditions- (tppendix 2) which were copied nearly verbatim from obsolete Technical Specifications (Amendment 13).

The Order at Appendix 1, C(2) states: "The University may make no changes to the conditions of Appendix 2 which significantly decrease the level of safety at the facility ..." Pursuant to Condition IV.J.2 of the Order, this letter reports organizational and other changes that have been made. None of the changes decrease the level of safety at the facility. , ,-

Facility

Description:

The facility description is altered to delete' support areas that were restricted areas either as buffer zones for physical security purposes or bemuse they were potential radiation areasiwhen the reactor was ,

operable. The facility is now described as the reactor building which is conprised of the two-story reactor room, the second floor control room imediately west of the reactor room, and the laboratory area .

Ventilation System (Rates, Dilution, and Monitoring):

, emissions other than those which occur naturally. Monitoring for gaseous (non-particulate) radioactive emissions and calibration requirements for such monitors have been eliminated. (Cond. II.B.,

III.B. , and III.C.)

Area Radiation Monitors (Existence and Calibration):

The area radiation monitors are not suitable for monitoring the imediate worker environment, the calibration requirement has been eliminated, and the University will rely upon hand-held survey instruments, personnel dosimeters, and area TLD dosimeters, to monitor the local environment and personnel exposures. (Cond. III.A. and III.C.)

Reactor Supervisor and Operator Training:

There are no reactor operations to supervise and the position of reactor supervisor has been eliminated. Reactor operator training requirements have been dropped. 'Ihe duties of maintaining logs and records have been redistributed between the Radiation Safety Office and the facility manager. (Cond. IV.A and IV.B.)

The Health Physicist:

The Health Physicist assigned to the facility pertains to representatives of the Radiation Safety Office provided in ntmbers and at frequencies warranted by particular circumstances. The radiological safety program is the rerconsibility of the Radiation Safety Office.

Written Procedures:

" Emergency Procedures" shall follow the canpus plan, and the

" Radiological Control Procedces - etc." shall follow the canpus Radiation Prctection Manual undec the guidance of the Radiation Safety Office. (Cond. IV.G.)

Records:

Records of releases to the environs will be limited to particulate and liquid wastes. (cond. IV.H.3.)

Actions in .the Event of Abnormal Occurrences:

Abnormal occurrences are to be reported to the Director of Research and

This letter is written to inplement the Board Order Conditions (Appendix 2) which were based upon Technical Specifications written when the University possessed irradiated fuel, an organization designed to handle and dispose or that fuel, and instrumentation / calibration requirements baseed upon those circumstances. The content of this letter ccmplies with Appendix 1 at C(2) and Appendix 2 at IV.J.2 of the Order.
