The final deconunissioni.ig report is being submitted to the Nt. clear Regulatory Commission (NRC) as the culmination of the reactor deconnnissioning project that was initiated on June 14, 1984. The decommissioning pmject of the Argonaut reactor was approved as a two phase plan.

Under Phase 1, fuel c!cments and majority of highly activated reactor components and removchle shield blocks were disposed. The Phase I project was managed and perfonned by the health physics staff at the UCLA Rad!ation Safety Office (RSO).

Under Phase 11, the remaining reactor structure: monolith, remaining shield blocks, and plumbing wen:

disposed. A final survey was perfonned to demonstrate that the final decommissioning pmject has complied with the Court Order. While the RSO managed the project, the final decommissioning project was perfonned by a contractor, Nuclear Energy Services (NES) and by a radiological engineer, hir. Scott State, who was contracted to oversee the dayao-day decommissioning operations.

The project organizational chart is described in Figure 1 of the leport. A summary description of the Phase 11 decommissioning activities as well as the actual time line schedule, is described in Appendix A of the report.

The final smvey was perfonned by NES. The description of the survey procedures and results are summarized in the repon. The final survey included the following:

All smears that were counted on Ludlum 2929 phoswich detector were less than minimum detectable activity (h1DA) while smears that were counted in the liquid scintillation counter had a highest reading 9301260084 930104 O

Since the ceilings and walls had the lowest potential for contamination / activation, the fixed contamination sutvey results were not included in this repon (only iI of 2510 measurements exceeded h1DA). The results of the fixed contamination of the Fuel Pit Storage were not included also because only I of 450 measurements exceeded h1DA. None of the above fixed contamination j

measurements exceeded twice the hiDA. The floor surveys were included since the floors had the highest potential for contamination / activation (40 of 1550 measurements exceeded h1DA). The maximum reading j

and average reading for fixed contamination of each grid are listed in Appendix C with prem/h reading at I meter.

While the summary of results of the surveys is presented in the Report, only Region V of the NRC on the distribution list is receiving three (3) copies of the complete NES final survey report and procedure as an attachment for their verification survey. Anyone on the distribution list may request a copy of the i

205 pages (double sided) survey report.

UCLA requests that the NRC review the document and schedule a verificatica survey to release the decommissioned reactor facility for unrestricted use.
