Dear Mr. Adams:
Please, refer to my April 12, 1989 letter to you regarding the approximately 5,000 pounds of neutron activated lead. The April 12 letter summarized the problems of disposing of activated lead as waste,' in fact
" mixed waste", according.to EPA's RCRA authority. Such disposal has become extremely difficult, because lead is considered toxic and is also radioactive.
Further, our search for a licensee 'outside the University, which can use the material was difficult.
However, I am advising you that the entire batch was transferred on August 18, 1989 to another licensee for possible re-cycle into shielding for waste disposal.
There is now no radioactive material remaining at the University, that was associated with the former reactor facility Phase I decommissioning. We, therefore, have complied with section 2.5 of the Settlement Agreement, which required that certain radioactive material (that associated with the Phase I' decommissioning) be transferred "to another qualified licensee other than the University" by September 30, 1989.
We now will begin to locate a contractor for Phase II. Please, advise if you have questions.
