We are in receipt of your memorandum of February 6, 1984, indicating your intention to recuse yourself frcm further participation

- in the UCIA research reacter renewal proceeding due to discussions you plan to have with the NRC staff and parties about the possible conversion of the UCLA reactor to low enriched uranium.

We note that certain very important issues unrelate- , the IRU conversion contention (Contention XIII) may well come before the Commission in the next few months, requirin6 consideration by the full Commission.

We wish to inquire whether your intended recusal is related to all matters in the.UCIA proceeding, many of which are unrelated to the IEU conversion issue, or merely the a tter about which you intend to have

- the discussions with staff and parties.

We also wish to inquire whether the intended LEU discussions could not be conducted without necessitating recusal by having the discussions either on the record or with the other parties present.
