SUBJECT:
REQUEST FOR AMENDMENT TO FACILITY OPERATING LICENSE R-71 This' refers to your September 25, 1985 letter requesting amendments to Appendix A of your Operating License R-71'.
As you are aware, the Atomic Safety and Licensing Board Order of November 8, 1985 terminated and superseded Operating License R-71.
Accordingly, since you now possess the facility under the provisions of the Order to which the University itself agreed, we cannot take action on your request to amend Operating License R-71.
Paragraph C.(2) of Appendix No. 1 to the Order provides that all activities be conducted in accordance with the conditions in Appendix No. 2.of the Order and that you may make no changes to these conditions which significantly decrease the level of safety at the facility or any other changes.to the facility unless authorized by the Commission.
