- License, DPR-66, to amend Appendix A of the Operating License to revise Technical Specifications related to Movable Control Assemblies, as follows:

Forty (40) copies of documents designated Attachments A and B which set forth the revised change in Technical Specifications and its safety evaluation, respectively.
This Application for Amendment to Operating License DPR-66 is Revision 5 of Application No. lA-66 which was originally filed with the NRC by our letter dated February 23, 1982.
Pursuant to 10CFR170.22 a Class II fee was submitted associated with this original application and remains applicable to this Revision.
We are currently in Mode 4 at 320 F Tave and plan to continue startup operations.
The change to Specification 3 is required to permit continuation of the startup with shutdown banks fully withdrawn to permit the capability to be able to rapidly insert negative reactivity into the core should the need arise.
Therefore, it would not be inappropriate to treat this change as an Emergency Technical Specification Change.
