Three (3) original copies and thirty-seven (37) copies of a revised Application for Amendment to Operating License, No. DPR-66, to amend Appendix A of our license to revise Technical Specifications conce rning Rod Position Indication.

2.

Forty (40) copies of documents designated Attachments A and B which set forth the revised change in Technical Specifications and its safety evaluation, respectively.

This Application for Amendment to Operating License No. DPR-66 is Revision 6 of Application No. 66 which was originally filed with the NRC by our letter dated February 23, 1982.

Pursuant to 10 CFR 170.22 a Class III fee was submitted associated with the original application and remains applicable to this Revision.

We maintain that the ACTION statement of specification 3.1.3.3 should be revised in the Standard Technical Specifications because it removes additional shutdown reactivity that could be available for dilu-tion accidents in Modes 3, 4, and 5.

This application is submitted with the understanding that the proposed revision has been discussed with M. Chatterton of your staff and K. D. Grada of Duquesne Light and fcund acceptable with the exceptions identified above.
