SUMMARY

OF MEETING HELD ON JULY 13, 1982 WITH THE LICENSEE ANDkWESTINGHOUSE TO DISCUSS ACCURACY OF CONTROL R00 POSITION INDICATION The subject meeting was held pursuant to a requirement stated in Amendment 52 of the Unit's Operating License. Amendment 52 grants a waiver of the requirement that rod position indication be within i 12 steps of rod demand.

The reason of the waiver was that observed discrepancy between demand and position indication was actually greater than 12 steps.

The licensee (0, Sieber and K. Grada) and Westinghouse (C. Geis) described the construction and electronic circuitry of the analog position indication used at Beaver Valley. Based on Westinghouse test results, position indi-cation inaccuracy can be caused by temperature changes, reactor power changes, rod motion, shroud cooling and magnetic cross coupling of the indicator coil.

It was pointed out that such inaccuracies are inherent in the present analog system.

Since digital systems (such as that for Farley) do not seem to have such inaccuracies, standard Tech Spec requirement for accuracy does not seem unreasonable. The licensee thus questions the reasonableness of imposing the same standard Tech Spec on analog systems.

NRC participants indicated that a lot of the information presented by Westinghouse was previously unavailable.

It was general concensus that if such information were available, the staff would have issued Amendment 51 (which requires position indication accuracy) in a different form.

After a caucus, the NRC participants informed the licensee and Westinghouse that the present Tech Spec requirement on position indication accuracy would be relaxed, pending agreement by all review branches and management on the form of relaxation to be granted. The staff requested that the technical information presented in the meeting be expanded and presented in a technical report, to be submitted no later than September 30,1982.
