Dear Mr. Seidle:

This letter is a final report on the broken springs found in the ITE/Gould 480V motor control centers (MCC). This item was first reported to NkC Region IV as a potential 10CFR50.55(e) on March 4,1982, and the Reference provided an interim report on this matter.

The purpose of the spring in question, as stated by the manufacturer, was l

to satisfy earlier design requirements for alignment of the stab onto the l vertical bus. With the MCC's supplied for Wolf Creek, these springs are not necessary because a continuous barrier provides the necessary guidance.

The Architect / Engineer, based on vendor recommendations, supplied four possible solutions to resolve the breakage of the springs, IIeat rise, j

seismic, and lifetime considerations were evaluated and supported the con-l clusion that the springs were not necessary in the Wolf Creek MCC's. There-fore, the springs in question were removed from all MCC's.

It was further determined that the broken spring pieces could not have caused phase-to-phase or phase-to-ground faults.

All evaluations of this matter indicate that no significant defects or deficiencies existed which would have adversely affected the safety of the plant. Therefore, we have concluded that this matter is not reportable l under 10CFR50.55(e) . Documentation of the evaluation of this matter is l available for your review.
