Dear Mr. Denise:
This letter provides the final 10CFR50.55(e) report concerning safety related field procurement by the constructor of Wolf Creek Generating Station (WCGS). This matter was initially reported by Mr. Otto Maynard of Kansas Gas and Electric Company on January 3, 1984.
During a self-initiated raview of field procurement records, several cases were ident*.fied in which constructor safety related purchase orders (P0s) did not fully incorporate the Architect / Engineer's (A/E's) specifications.
The purchat',. orders in question incorporatd the appropriate ASME code requir6 ents, but not all of the additional requirements stipulated by the A/E in his apecifications.
A complete review of constructor safety related purchase orders has been completed. All nonconformance reports generated as a result of this purchase order review will be resolved in accordance with existing procedures. Procedures have been revised, approved, and issued to more explicitly define the actions to be taken by the authorized requisitioner and also to be more definitive in the area of quality engineering review of the requisition package. Those personnel having a responsibility in the requisitioning, procurement and review of requisition packages have been re-trained to prevent this from happening in the future.
