Gentlemen:

This letter is to update our response to IE Bulletin 80-06 submitted in our letter dated January 26, 1981.

The Unit 2 Containment Sump Isolation Valves (2CV-5647-1 and 2CV-5648-2) were to be modified to prevent "flyback" on reset of the Engineered Safety Features Actuation signal. The modification was not done on these valves because they are administrative 1y controlled by Operating Procedure 1015.1. This procedure verifies that the valves are in the open position (ES Actuation Position) once per shift. The handswitches for these valves are key locked operators and the shift supervisor controls the keys.
