Docket Nos. 50-361 and 50-362 Prompt Report Licensee Event Report No.83-067 San Onofre Nuclear Generating Station, Units 2 and 3 Pursuant to the reporting requiremants of Section 6.9.1.12.b of Appendix A Technical Specifications to Facility Operating Licenses NPF-10 and NPF-15 for San Onofre Unita 2 and 3, respectively, this submittal provides the written confirmation of our prompt notification to the NRC on July 19, 1983, of a reportable occurrance involving deficiencies in implementation of the fire protection surveillance program.

l On July 18, 1983, during a review of the fire protection surveillance program, it was recognized that fire detectors required by Technical Specification 3.3.3.7 had failed routine surveillance testing and had neither been declared

! inoperable nor had required fire watches been implemented. Since fire detectors in Technical Specification 3.3.3.7 are utilized in other capacities, deficiencies may also have occurred relating to Technical Specifications 3.7.8.2 and 3.7.9.

We are conducting a special review of the fire protection surveillance program. Since the occurrence involves a shared system between Units 2 and 3,

in accordance with NUREG-0161, a 14-day followup report and a single Licensee Event Report (LER) for Unit 2, LER 83-067 (Docket No. 50-361) will be provided by August 2, 1983.
