Dear Sir:
This letter describes a reportable occurrence as defined in Section 6.9.1.12.b of Appendix A to Operating License NPF-10 for San Onofre Nuclear Generating Station, Unit 2. This report constitutes the 24 hour2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> confirmation of a telephone notification provided to you today regarding a deficiency in establishment of sufficient fire watches to meet the Limiting Condition for Operation (LCO) described in Section 3.7.9 of Appendix A.
The LC0 requires that a continuous fire watch, or roving watch with a verified operable fire detector, be established where fire rated assemblies and/or sealing devices are inoperable. This is to be established within one hour and the device is to be made operable within seven days. We have established numerous fire watches and, being unable to re-establish
- operability of the sealing devices within seven days, have made a "Special Report" as required by this LCO. However, we have discovered additional sealing devices which are inoperable for which appropriate fire watches 4
could not be confirmed to exist.
This involves approximately 61 penetrations. The fire watches were immediately established upon discovery, however, the LC0 may not have been met for the period of time before the discovery was made. Still under review is the extent to which this impacts our compliance with license condition 2.c.(14) .d.
! This matter is presently being evaluated and compensatory measures are in place. Corrective measures for the sealing devices are being implemented.
The results of our evaluation will be provided to you by separate corres-pondence within 14 days as required by the Technical Specifications.
