Technical Specification (TS) 3.8.1.1. action requirement b specifies verifying offsite AC power availability within one hour and every eight hours thereafter. The-first verificat1on was completed at 1045 hours0.0121 days <br />0.29 hours <br />0.00173 weeks <br />3.976225e-4 months <br />. On November 17, 1989, at 0100 hours0.00116 days <br />0.0278 hours <br />1.653439e-4 weeks <br />3.805e-5 months <br />, it was discovered that the verification required by 1845 hours0.0214 days <br />0.513 hours <br />0.00305 weeks <br />7.020225e-4 months <br /> on the previous day had not been performed. Failure to perform an action requirement is reportable as a condition prohibited by TS.
The root cause of this event is personnel error. While performing the procedures g required for a normal plant startup, this additional electrical verification F was not performed. To prevent recurrence the Operations Control Room Supervisor involved will be counselled on this event and a copy of this report will be required reading for all current Senior Reactor Operator License holders.
The offsite AC electrical power was verified available at 0120 hours0.00139 days <br />0.0333 hours <br />1.984127e-4 weeks <br />4.566e-5 months <br /> on November 17, 1989, and was~known to be available throughout this event; therefore, no threat to the health and safety of the public or plant personnel existed.

i action was necessary because Chiller "A" provides cooling for the Component Cooling Water (CCW) Pump "A" (EIIS Identifier CC-P) Room Cooler (EIIS Identifier VF-CLR) and CCW Pump "A" provides cooling for EDG "A". At that time Technical Specification (TS) 3.8.1.1. action requirement b was entered which requires verifying offsite AC power availability. Waterford 3 satisfies this action requirement by performance of Surveillance Procedure OP-903-066, " Electrical Breaker Alignment Check," within one hour of declaring an EDG inoperable and l

SIMILAR EVENTS There was a similar event reported as LER-88-021 in which, after declaring an EDG inoperable, the initial electrical lineup verification required within one-s hour was overlooked by control room personnel. As in this case, offsite
-electrical power was known to be available throughout the event; therefore, no threat to the health and safety of the public or plant staff existed.
