COMANCHE PEAK STEAM ELECTRIC STATION (CPSES)

DOCKET NOS. 50 445 AND 50 446 DESIGN BASIS TORNADO (DBT) ANALYSIS FOR SAFETY-RELATED EQUIPMENT '

SDAR: CP-87 064 (SUPPLEMENTAL REPORT) s Gentlemen: f On January 20, 1988. TV Electric letter logged TXX-88086, notified you of' a

' reportable deficiency involving the design basis tornado (DBT) analysis -for safety-related equipment. The last report on this item was logged TXX-89285, ,

dated May 19, 1989.. The purpose of this report is to clarify and update the t status of the corrective actions being implemented.

The Unit 1 equipment evaluations and resulting rework referred to in +

TXX-89285, have been completed. In addition, an operating procedure was modified to ensure that appropriate operator action is taker during a tornado watch or following a DBT.

TXX-88086 stated that the tornado venting analysis validation for safety-related structures was complete. Subsequent equipment valioation for safety-related structures indicated a need for refined tornado transient analyses for some structures. All tornado venting analyses for safety-related equipment and structures have now been completed for Unit I and Common. .t TXX-88086 also stated that future procurement of safety-related components '

would be in accordance with the tornado design criteria delineated in Design  ;

Basis Document DBD-ME-009, " Design Basis Tornado Analysis." TV Electric subsequently determined that the requirements of DBD-ME-009 were not being effectively implemer.ted during the procurement process. Consequently, a '

Corrective Action Request (CAR) was issued. As a result of the CAR, appropriate ' actions (including the revision of other DBD's) are being taken to

. ensure that affected equipment or components procured since the issuance of TXX-88086 are adequate to withstand the effects of the DBT. and that future i

actions will be completed prior to fuel load for Unit 1. Unit 2 corrective actions will be assessed upon resumption of the balance of Unit 2 engineering p,

activities.
