Supplemental Resprinse to NRC (

Bulletin 88-10  !

Gentlemen: ,

Pursuant to the requirements of NRC Bulletin 88-10. " Nonconforming Molded ,

Case Circuit Breakers"; (NRCB 88-10), the Arkansas Power & Light Company  ;

(AP&L) submitted a response. (SCAN 838918), on March 31, 1989, to address the  !

items contained in the Bulletin for Arkansas Nuclear One, Unit I (ANO-1) and 4 UMt 2 ( ANO-2). l The above referenced correspondence committed to provide a follow-up subniittal upon completion of the additional vendor audits which had been discussed in the initial response. Audits of nine (9) vendors have subsequently bees performed. 7We previously indicated that eleven (,11) such audits were to be performed, however additional investigation elitrinated j two (2) of ti,4 audits, one due 19 the fact that the subject breakers were l for non-saf6ty related applications and the second was determined to be "

I part of an orig nal construction purchase. As a result of these efforts, our final percentage of traceability was established at seventy-1.hree y percent (73%) for safety-related molded case circuit breakers. 1;ince this l l value was below eighty percent (80%), the actions specified by N;CB 88-10, item 4 vere required, resulting in thirteen (13) installed, safety related.

aolded case circuit breakers being identified as not meeting docu.nented l' '

. traceability back to th e manufacturer. All of these breakers are installed

?. on ANO-2. We are currently ttking action to disposition these non traceable l breakers in accordance with item 5 of NRCB 88-10. Specifically, this action  :

involves the rep 1acement of those identdfied breakers during the seventh refueling outage (2R7) currently underway. .

T U. S. NRC Page 2 October 31, 1989 A telecon was conducted on October 23, 1909, with the ANO-2 NRR Project Manager to discuss the status of a final response to NRCB 88-10 for ANO-1 and ANO-2. As a result of that discussion, it was determined that it would be appropriate to defer the response until the completion of the replacement activities that are underway during 2R7 in order to provide the staf f with a complete response including &il experience gained during the replacement effort. AP&L will therefore submit a response to address NRCB 88-10 reporting requirements within 30 days of the restart of ANO-2 from 2R7. The 2R7 outage is currently scheduled to end on November 22, 1989.

Should you have any questions concerning this matter, please contact my office.

Very truly yours,
