Gentlemen:

Our August 22, 1975, letter committed to replacing valve operator in CV-1050 and CV-1410 with submersible operators. This was ,osequently completed. During our December 3,1977, shutdown it was discovered that the operator for CV-1410 had burned out. Attempts to immediatley locate space part: (which have been ordered for several months) or replacement operators have been unsuccessful. A non-submersible operator is available. Efforts to repair the submersible operator are continuing. However, this activity is all that prevents heatup and subsequent power operation of ANO-1 at this time. We are soliciting your euthorization to temporarily install the non-submersible operator if repair efforts prove unsuccessful. Spare parts will be available in February 1978 and the submersible valve will be reinstalled at that time during our refueling shutdown. Given the probable operability of the non-submersible operator following a LOCA, and the improbability of a LOCA between now and the end of January 1978 when our refueling shutdown is scheduled we believe this course of action to be acceptable.

In addition, alternate 3 of our April 21, 1975, letter proposing methods to  ;

address NRC staff's questions on long term ECCS cooling, would be available should CV-1410 fail to open following a LOCA.

We request your authorization today to avoid further delays in the operation of ANO-1. Should repair efforts be successful we will inform you of that fact.
