As a follow up to our letter of June 15, 1978, and in response to commitments made in subsequent conversations with the Staff, the following infonnation is provided. Item numbers (where applicable) refer to the May 24, 1978, meeting agenda.

Item 5b Manual Hose Rael in zone 2055JJ Response ANO-2 1

We will provide manual hose capability in zone 2055JJ. This modification '

will be completed by the end of the first refueling outage. We consider this item resolved. I Item 7b - Emergency Fire Team Training Response ANO-1 and 2 l 1

The Fire Protection Plan will be amended to state that the Eme gency Fire Team will receive the same training as the Fire Brigade. We consider this item resolved.

Item 7c - Fire Brigade Size. l 1

Item 12 - (Practice Fires) The Fire Brigade Support Team (FBST) will be initially trained the same as required of the Fire Brigade (FB) as indicated on Attachment I page 1~(which supersedes Attachment-TI to Vur --

June 13, 1978, letter). Requalification training will be as shown on Attachment I page 2. We understand this is acceptable to the Staff and consider this item resolved. (This comitment is made without prejudice to potential future rulemaking proceedings on this' topic).

Item 7d - Storage of combustibles in safety related zones.

Response (ANO-1 and 2)

As stated in the Fire Protection Plan, no combustibles will be stored in fire zones with redundant safe shutdown circuitry and/or equipment. In addition, no combustibles will be stored in safety related zones unless that zone is protected by a sprinkler system. We understand this is acceptable to the Staff and consider this item resolved.

Item 8a - Testing of ANO-1 fire stops.

Response (ANO-1)

Justification of the adequacy of the ANO-1 fire stops will be provided in accordance with our letter of June 15, 1978. In addition, if any of the fire stops fail to meet acceptable criteria, they will. be upgraded to that criteria. We understand this is acceptable to the Staff and consider this item resolved.

Item 8b - Associated Circuitry. l Response (ANO-1)

The results of our an'alysis of associated circuitry will be provided in accordance with our June 15, 1978, letter. Should that analysis reveal a problem with associated circuitry affecting safe shutdown equipment, adequate electrical separation will be provided. We understand this is acceptable to the Staff and consider this item resolved.

Item 8g - (PF.20) RCP oil collection systein i

Response (AN0-1 and 2)

As comitted in our June. 15, 1978, letter, we will provide details of our RCP oil collection system. If, at that time, it is determined that our oil collection system is inadequate to meet your position (PF.20) we will modify as practical the system (s) to comply. We understand this is accep-table to the Staff and consider this item resolved. ,

. Response (ANO-1 and 2)

As agreed in a June 23, 1978, telecon between Mr. William Cavanaugh and Mr. Victor Stello, we will provide smoke detectors, which alarm in the Control Room, in the following safety related fires zones. With these modifications, all safety related fire zones will be protected with smoke detectors with the exception of zones 1-E, 95-0, and 2155-A. These three (3) zones contain no combustibles and only one (1) safety related division. Three additional zones which were mentioned in the June 23, 1978, Cavanaugh/Stello telecon are provided with detectors due to other commitments and are not included in the list below. These six added to the 43 below make up the 49 zones mentioned in the Cavanaugh/Stello telecon. We under-stand this to be acceptable to the Staff and consider this item resolved.

This modification will be complete by the end of the next refueling outages.

Mr. Robert W. Reid Item 9.la - Smoke Dectectors in Control Room Cabinets

. Response (ANO-1 and 2)

Self contained UL or FM listed smoke detectors will be provided in each Control Room cabinet containing safe shutdown circuitry. This modifi-cation will be completed by the end of the next ' refueling outages. We understand this is acceptable to the Staff and consider this item re-solved.

Item 9.2b - ANO-2 Cable Spreading Room Sprinkler System Response (ANO-2)

We will further attempt to evaluate the existicq sprinkler system to NFPA-15 1977. If our evaluation reveals we do not meet the new standard, we will upgrade the sprinkler system as practical to meet the standard.

We understat d this is acceptable to the Staff and consider this item resolved. Tuis modification (if required) will be completed by the end of the first refueling outage.

We wish to reiterate our concern that the Staff has not fully reviewed our Fire Hazard Analysis nor utilized it as a basis for approval of fire protection provisions at ANO-1 or ANO-2. As a result, we feel we have had to make several commitments beyond those we feel necessary based on our Fire Hazard Analysis.

Mr. Reid has verbally requested a clarification of our statement of in-tentions regarding the maintaining of the Fire Hazards Analysis validity and consideration of it as a basis for comitments. This statement was made in our June 13, 1978, letter. Any portions of the Fire Hazard Analysis which is utilized as a basis for approval of fire protection pro-visions at ANO-1 and/or AN0-2 will be maintained valid and considered a basis for comitments. Currently no portions of the Fire Hazards Analysis fall within that category. If that situation changes we will take -action in accordance with the above commitments.

It is our understanding that these commitments are sufficient to resolve all remaining open items on Fire Protection and will provide you with adequate infonnation to support your SER for ANO-2.
