Arkansas Nuclear One - Units 1 and 2 Docket Nos. 50-313/50-368 License Nos. OPR-51 and NPF-o Control of Welding Activities Inspection Report 50-313/89-42; 50-368/89-42

Dear Mr. Milhoan:

During the week of October 16-20, 1989, an inspection of welding activities was conducted by Messrs. Les Gilbert and Bob Stewart for the NRC Region IV staff (Inspection Report 50-313-368/89-42). An apparent violation was identified concerning procedural compliance among the welders, with three examples given of welders exceeding or not following welding specifications or not being cognizant of the requirements of the specifications.

To immediately address this concern, training was conducted for one group of welders on the morning of October 20th, prior to the end of the inspection.

This training emphasized the importance of compliance with specifications, and included direction that work should be stopped if a difficulty existed with meeting a specification, rather than continuing to work in contradiction with the requirements of the specification.

Further training was conducted on October 20, 21, and 22 to ensure that welders were aware of management's expectations for the conduct of welding activities. Welders currently performing welding activities have received the training, which covered the following points:

  • Welding specifications must be followed; activities not addressed in procedures or specifications will not be performed.
  • A copy of the current Weld Procedure Specification (WPS) will accompany the weld package to the field, m

  • If circumstances occur which prohibit compliance with the specifications, work shall be stopped and the supervisor notified for resolution.

Further corrective actions regarding this issue have been taken. The QC department has increased surveillances of in process welding activities to i further ensure procedural compliance. Also, a review of the walding procedures <

for accuracy and adequacy has been initiated. This review is considered to '

be necessary because the procedure was determined to be overly restrictive  !

welders were acceptable. The quality of the welds was not affected by the  ;

procedural non-compliance.
