g, e, LER 79-056/03L-0 CAUSE DESCRIPTION AND CORRECTIVE ACTIONS This event was caused by improper interpretation by plant personnel of which penetrations and walls fall under Technical Specifications and of procedures regarding fire barrier penetration operability which resulted in failure to initiate LCO action requirements.

The following corrective actions have been taken:

l. LCO action requirements were met upon discovery of the problem.
2. Action was taken to repair inoperable penetrations.
3. Memoranda have been issued to appropriate plant personnel clari-fying procedural and LCO requirements.

Reinspection of all fire walls and associated penetrations was completed I on 1-25-80. Approximately 739 penetrations were inspected,

, _ , . with 161 needing repair. The majority (approximately 146) of the repairs j ,

were minor in na ture e.g. , surf ace damage to the penetration foam material. All repairs were completed by 2-5-80.
