Dear Mr. Shapar:

On April 19, 1979, we received in the mail a copy of a document dated April 5 entitled " Board Notification" purportedly served in a number of proceedings , including the above-captioned one. The document in question is not signed by anyone, nor was it accompanied by a signed certificate of service. We assume that it came from your office.

More importantly, the dBoard Notification" gives absolutely no indication of why the staff believes it is worth bothering several hundred addressees to read, much less to do anything about.

In any event, we call to your attention the decision of the Atomic Safety and Licensing Appeal Board in this docket, Public Service Comoany of Indiana, Inc. (Marble 7906180565 2353 285

April 23, 1979 Page 2 Hill Nuclear Generating Station, Units 1 and 2) , ALAB-530, 9 NRC (March 19, 1978) , which clearly indicates that the things and matters referred to in the " Board Notifi-cation" are outside the jurisdiction of the Atemic Safety and Licensing Board, the Appeal Board, and indeed the Commissioners. Accordingly, we ask that the staff step making such distributions in this docket.
