SUMMARY

OF SEPTEMBER 16, 2019, CLOSED MEETING WITH SUSQUEHANNA NUCLEAR, LLC REGARDING THE TRANSITION TO ALLOW THE USE OF ATRIUM 11 FUEL FOR THE SUSQUEHANNA STEAM ELECTRIC STATION, UNITS 1 AND 2 (EPID L-2019-LLA-0153)

On September 16, 2019, a closed meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of Susquehanna Nuclear, LLC (the licensee) and Framatome Inc. (Framatome) at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss the Anticipated Transient Without Scram With Instability Analyses to allow the use of ATRIUM 11 fuel for the Susquehanna Steam Electric Station, Units 1 and 2. A list of attendees is provided as .

During the meeting, the NRC staff asked the licensee and Framatome to discuss the impact of the transition to ATRIUM 11 fuel on the Anticipated Transient Without Scram With Instability analysis results including:

a) Changes in core operating characteristics because of the ATRIUM 11 fuel.

b) Changes in operating limits for ATRIUM 11 fuel.

c) Changes that affect the time constant for heat transfer from fuel to coolant.

The licensee gave insight about the distribution of the pressure drop; an understanding about the gap conductance; and what references can be used to locate the comparative stability calculations. No regulatory decisions were made during the meeting.
