SUMMARY

OF JUNE 18, 2019, MEETING WITH TALEN ENERGY REGARDING SUBMITTAL OF A POTENTIAL LICENSE AMENDMENT RELATED TO CHANGES TO THE EMERGENCY RESPONSE ORGANIZATION STAFFING AND AUGMENTATION AT SUSQUEHANNA STEAM ELECTRIC STATION, UNITS 1 AND 2 On June 18, 2019, a Category 1 public meeting (by teleconference) was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Talen Energy (the licensee), at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss a potential license amendment request to revise the Emergency Plan related to Emergency Response Organization Staffing and Augmentation Changes. The meeting notice, dated June 3, 2019, is available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML19165A010. A list of attendees is enclosed.

Talen Energy staff briefly summarized that it expects to submit the proposed license amendment request for Susquehanna Steam Electric Station, Units 1 and 2 (Susquehanna), by September 30, 2019.

Talen Energy discussed the proposed revisions to the Emergency Plan to change the makeup of the Susquehanna Emergency Response Organization (ERO) staffing and to extend the response times of some of the ERO positions consistent with the NRC letter to the Nuclear Energy Institute entitled Alternate Guidance for License Emergency Response Organizations, dated June 12, 2018 (ADAMS Accession No. ML18022A352). Talen Energy indicated that the proposed changes would involve retaining licensee dose assessment and protective action recommendation functions in the onsite technical support center, rather than transferring to the offsite emergency operations facility. Since this may have an impact on the existing interfaces with offsite agencies at and/or from the emergency operations facility, the NRC staff requested the licensee to engage early with the Commonwealth of Pennsylvania on this proposed change to assess its impact on Federal Emergency Management Agency (FEMA)-approved offsite radiological emergency preparedness plans.

The NRC staff suggested that Talen Energy provide documentation of discussion with the Commonwealth of Pennsylvania in its submittal package to facilitate consultation with FEMA on the potential impact of licensee ERO changes on FEMA-approved radiological emergency preparedness plans. The NRC staff and Talen Energy also discussed the use of Energy Compliance Consultants to take into account the lessons learned from precedent in similar recent ERO staffing change license amendment requests (including applicability for use at

Susquehanna) and the licensees use of Regulatory Information Summary (RIS) 2016-10, License Amendment Requests for Changes to Emergency Response Organization Staffing and Augmentation (ADAMS Accession No. ML16124A002).
