SUMMARY

OF ENVIRONMENTAL SITE AUDIT RELATED TO THE REVIEW OF THE LICENSE RENEWAL APPLICATION FOR SUSQUEHANNA STEAM ELECTRIC STATION, UNITS 1 AND 2 (TAC NOS. MD3022 AND MD3021)

From May 14, 2007 to May 17, 2007, a review team consisting of thirteen U.S. Nuclear Regulatory Commission (NRC) staff members and nine contractors from Argonne National Laboratory (ANL) participated in a site audit at the Susquehanna Steam Electric Station (SSES),

as part of the environmental review of the SSES license renewal application. The site audit provided NRC staff the opportunity to review documentation (including plant environmental procedures), gather information to ensure that environmental requirements of license renewal (as codified in Title 10 of the Code of Federal Regulations Part 51, or 10 CFR Part 51) are met, and to interface with officials in State and local government agencies to obtain related information.

On Tuesday, May 15, 2007, the environmental review team participated in a general site tour of the SSES site with PPL Susquehanna, LLC (PPL) staff. The general site tour focused on areas relevant to the environmental review, including the intake structure, discharge structure, cooling towers, meteorological towers, water-sampling locations, site structures, the Riverlands, and other elements of the site environs. During the rest of the site audit, the team members examined the data used by PPL in preparing the Environmental Report, interviewed PPL representatives in discipline-specific groups, and participated in discipline-specific tours of the site.

Discipline-specific tours included radioactive waste processing systems and areas, non-radioactive and mixed-waste processing areas, meteorological towers and instruments, groundwater wells, transmission line right-of-ways, the river water intake structure, the Riverlands area, and the onsite environmental laboratory, as well as a boat tour to more closely examine the intake structure, above-water portions of the discharge, sections of the Susquehanna River upstream and downstream from the intake structure, and the shoreline of Gould Island. The NRC staff who participated in discipline-specific tours and interviews looked for potential impacts in the areas of air quality, water use and quality, terrestrial and aquatic ecology, human health and radiation protection, historic and archaeological resources, socioeconomics, land use, and environmental justice.

In addition, the NRC staff reviewed PPL's process for identifying new and significant information (information that would challenge the generic conclusions reached in the Generic Environmental Impact Statement for License Renewal of Nuclear Plants, NUREG-1437). PPL had identified no new and significant information, and the NRC staff's independent review during the course of the site audit did not identify any either.

The NRC team members met onsite with officials from the Pennsylvania Department of Environmental Protection (PADEP), the Pennsylvania Bureau of Radiation Protection (a division of PADEP), and staff from the Susquehanna River Basin Commission. Additionally, team members met offsite with State officials in Harrisburg, Pennsylvania, and in Wilkes-Barre, Pennsylvania. Informat ion gathered through these offsite meetings will assist the environmental review team in its evaluation.

At the conclusion of the site audit, the NRC staff and ANL contractors summarized the status of the review with PPL representative and identified specific informational items NRC staff would need to complete their environmental review. Enclosure 2 contains a list of PPL's responses.

These responses are publicly available, and can be found in the Agencywide Documents Access and Management System (ADAMS) using the accession numbers listed in Enclosure 2.
