OF SEPTEMBER 23, 2015, MEETING WITH SUSQUEHANNA NUCLEAR, LLC ON THE EMERGENCY ACTION LEVEL SCHEME CHANGE LICENSE AMENDMENT REQUEST FOR SUSQUEHANNA STEAM ELECTRIC STATION, UNITS 1AND2 (CAC NOS. MF6057 AND MF6058)

Background

On September 23, 2015, a Category 1 public meeting was held between members of the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of Susquehanna Nuclear, LLC (Susquehanna, the licensee) by teleconference. The purpose of the meeting was to discuss additional proposed changes to the Susquehanna Steam Electric Station (SSES},

Units 1 and 2, Emergency Action Level (EAL) Basis document. The revised SSES EAL Basis document was originally submitted by letter dated March 19, 2015 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML15091A657), as part of a license amendment request to adopt an EAL scheme in accordance with Nuclear Energy Institute (NEI) 99-01, Revision 6, "Development of Emergency Action Levels for Non-Passive Reactors."

Meeting Summary During the meeting, the licensee discussed several proposed changes that are requested to be made to the SSES EAL Basis document submitted by the March 19, 2015, letter. These changes are a result of the corrective actions taken in response to an NRC emergency preparedness (EP) White Finding (Inspection Report No. 05000387/2015504 and 05000388/2015504) (ADAMS Accession No. ML15173A297, revised by ML15181A332), and an SSES Emergency Operating Procedure (EOP) upgrade project to conform to Revision 3 of the Boiling Water Reactor Owners Group (BWROG) Emergency Procedure Guidelines (EPGs)/Severe Accident Guidelines (SAGs).

During the meeting, Susquehanna gave a presentation that helped outline the proposed changes. Some of the changes proposed adding language directly from the Office of Nuclear Security and Incident Response Interim Staff Guidance, "Emergency Planning for Nuclear Power Plants,"Section IV.H - "Emergency Declaration Timeliness" (NSIR/DPR-ISG-01)

(ADAMS Accession No. ML113010523), to provide a complete classification timeliness guidance. This change was made as a result of corrective actions taken by Susquehanna in response to the NRC EP White Finding.

It was also stated during the meeting that the SAGs were being updated with regard to the fuel clad loss on reactor vessel level bases entry point conditions. This change was being made as part of the SSES EOP upgrade project to conform to Revision 3 of the generic BWROG EPGs/SAGs. During the meeting, Susquehanna discussed other proposed changes that were made as a result of the corrective actions taken in response to the NRC EP White Finding and the proposed revisions to the generic BWROG EPGs/SAGs.

It was decided that the licensee would supplement its license amendment request to include the changes to the SSES EAL Basis document as discussed during the meeting. This information will be submitted at the same time as the response to the request for additional information (RAI) letter issued by the NRC staff on August 26, 2015 (ADAMS Accession No. ML15230A080). The NRC staff will review this information and provide any additional RAls to the licensee by separate correspondence. There were no regulatory decisions made at this meeting.

A list of the meeting attendees is enclosed. Members of the public were invited to attend the meeting, but there were no participants. No Public Meeting Feedback forms were received.
