SUMMARY

OF REGULATORY AUDIT IN SUPP ORT OF RELIEF REQUEST 5RR-02 (EPID L-2023-LLR-0027)

Dear Edward Casulli:

By letter PLA-8073 dated June 1, 2023 (A gencywide Documents Access and Management System (ADAMS) Accession No. ML23152A244), Susquehanna Nuclear, LLC (the licensee) proposed an alternative to the requirements of the American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel (BPV) Code for inspection of snubber attachments, associated with the fifth 10-Year inservice inspection (ISI) interval for Susquehanna Steam Electric Station, Units 1 and 2 (Susquehanna).

The U.S. Nuclear Regulatory Commission (NRC) staff conducted a virtual audit to support its review of the proposed alternative. The NRC staff audited information provided by the licensee.

The NRC staff issued its audit plan on October 19, 2023 (ML23290A262). The audit plan lists the NRC staffs audit questions and the names of NRC staff that participated in the audit.

The NRC staff conducted the audit using an internet -based portal provided by the licensee.

Using the licensees portal, the NRC staff reviewed information related to the proposed alternative but not available on the Susquehanna dockets. The staff reviewed the information to confirm its understanding of the proposed alt ernative and decide whether the NRC staff identified any information that needed to be submi tted on the docket to complete the NRC staffs safety evaluation.

During the audit, the staff identified information it needed on the docket to support its review and sent the licensee a request for additional information on October 30, 2023 (ML23303A166). The licensee responded to this request on Nove mber 8, 2023 (PLA-091, ML23312A177). The NRC staff is reviewing the licensees supplement to decide if the NRC needs any additional information to complete its review of the licensees request.

E. Casulli

The NRCs licensing project manager informed licensee staff by telephone on January 23, 2024, that the NRC staff had completed its audit. There were no open items resulting from the audit.
