Dear Mr. Peltier:

This is in regard to the William H. ZimTar Nuclear Power Station under cons truction near Moscow, Ohio and the Kentucky counties which f all within that station's LP:: and the recently adcpted ten mile emergency planning zone.

County Judge / Executives of Bracken, Campbell, a.nd Pendleton Counties in Kentucky had previously sent letters to the manage-ment of the Cincinnati Gas and Electric Company stating that their counties were prepared to respond to an emergency incident caused by the facility. The attact'~' le tters from those same judges repudiate the initial corresparadence.

I wish to pass these new letters on to you for appropriate con-sideration.

In a letter dated August 12, 1977, Campbell County previous.y indi'ca t ec the ability to respond to an incident saould it oner at the Zic=er Nuclear Power Station.

Recently the Nuclear Regulatory Commiss on has propo ed new mergency planning zones to extend to a radius of ten and fift; miles rom the plant and it is therefore necessary to reassess our tresent isaster plan. Currently our plan does not contain approved .nnexes < ualing with increased warning abilities nor operat ional phas as assoc Lated with the possibility of nuclear incidents.

1 In light of these recent developments I am hereby not. fying C .ncinnati Cas & Electric that Campbell County is not adequately prepare; to meet such emergencies until the appropriate response plans can be -ritten and additional warning equipment can be purchased.
