Dear Dr. Murley:
The purpose of this letter is to transmit the latest revision (No. 11) of Chapter 17.2, Quality Assurance During the Operations Phase, of the Updated Final Safety Analysis Report (UFSAR). Chapter 17.2 is usually referred to as the Quality Assurance Program Description or QAPD. This submittal is made in ac~ordance with 10 CFR § 50.54(a)(3).
Revision 10 of Chapter 17.2 was submitted with Reference 1.
As stated in Reference 2, the NRC concluded that Revisions 9 and 10 of Chapter 17.2 continue to meet the requirements of

- As stated in Reference 3, Iowa Electric agreed to submit by October 31, 1990, a revised QAPD which incorporates descriptions of our commitment to the Regulatory Guides and related documents which have previously been stated in Table 2-1 of the Quality Assurance Manual, Chapter 2. Attachment 1 to this letter is the QAPD (Rev. 11). Attachment 2 is Appendix A to Chapter 17.2 in which are stated the commitments to Regulatory Guides and related documents, with comments and clarifications.
One of the changes shown in Attachment 1 and 2 reduces prior Iowa Electric commitments and therefore must receive NRC approval prior to implementation. Revision 11 will not become effective until NRC has approved the change. Changes to Chapter 17.2 made in Revision 11 are identified by vertical lines in the right margin annotated by the number II 11 II
- to this letter discusses the changes made in Chapter 17.2 by Revision 11. Attachment 4 discusses the differences between Appendix A to Chapter 17.2 and Table 2-1 of the Quality Assurance Manual (Rev. 8, 6/29/90) transmitted by Reference 3. We have described all changes and Attachments 3 and 4 are organized to identify each change, explain the reason for the change, and state the basis for concluding that the program incorporating the change continues to satisfy the criteria of 10 CFR Part 50, Appendix B, and QAPD commitments previously accepted by the NRC.
