SUMMARY

OF TELEPHONE CONFERENCE CALL LICENSE RENEWAL APPLICATION APRIL 19, 2017 The U.S. Nuclear Regulatory Commission (NRC or the staff) and representatives of Entergy Nuclear Operations, Inc., (Entergy) held a telephone conference call on April 19, 2017, to discuss and clarify request for additional information concerning the license renewal application (LRA) to ensure compliance with Title 10 of the Code of Federal Regulations Part 54 (10 CFR Part 54).

Background:

By letter dated April 23, 2007 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML071210512), Indian Point Energy Center (IPEC), submitted a License Renewal Application (LRA) pursuant to Title 10 of the Code of Federal Regulations (CFR) Part 54 for review by the U.S. Nuclear Regulatory Commission, to renew operating licenses DPR-26 and DPR-64 for Indian Point, Units 2 and 3 (IP2 and IP3), for an additional 20 years.

By letters dated February 23, 2016 and March 13, 2015, the NRC staff approved for IP2 (ADAMS Accession No. ML15349A794) and IP3 (ADAMS Accession No. ML15028A308) license amendment requests (LARs) supplemented with additional information provided (for IP2 see ADAMS Accession Nos. ML14353A015, ML15149A137, ML15149A139, ML15163A166 and ML15189A026 and for IP3 see ADAMS Accession Nos. ML14050A383 and ML14365A038, respectively) to extend the test interval of 10 CFR 50, Appendix J tests. For IP2, amendment No. 283 revised Technical Specification (TS) 5.5.14, Containment Leakage Rate Testing Program, to extend the frequency of the containment integrated leak rate test (ILRT) from once every 10 years to once every 15 years on a performance basis, following a one-time extension to 15 years approved on August 5, 2002 (ADAMS Accession No. ML021860178). Similarly, for IP3, amendment No. 256, revised TS 5.5.15, Containment Leakage Rate Testing Program, to extend the frequency of the containment ILRT from once every 10 years to once every 15 years on a performance basis, following the one-time extension of 15 years approved on April 17, 2001 (ADAMS Accession No. ML011020315).

Following the review of the IPEC LRA Annual Update dated December 15, 2016 (ADAMS Accession No. ML16358A526), the staff noted that it did not include a revised LRA AMP B.1.7, Containment Leak Rate Program, subscribing to the new extended testing for ILRT in full alignment of the program with the IP2 and IP3 TS. Therefore, the staff held, as noted above, a teleconference with Entergy seeking clarification.

Discussion:

The NRC staff initiated the discussion requesting Entergy to clarify the inconsistency between the IP2 and IP3 TS having the NEI 94-01, Revision 2-A, as the implementing document to 10 CFR 50 Appendix J, while LRA AMP B.1.7 used RG 1.163 endorsing NEI 94-01, Revision 0, as the implementing document. Entergy acknowledged that the 2016 Annual Update did not contain a revised LRA AMP B.1.7 and agreed to provide an amendment to the LRA to include the revised program in full alignment with the TSs and updates of the relevant plan/procedures.
