REVIEW OF 10 CFR 2.206 PETITION ON GAS PIPELINES NEAR THE INDIAN POINT REACTORS (TAC NOS. ME4920 AND ME4921)

By letter dated October 25, 2010, Mr. Blanch submitted a petition pursuant to Title 10 of the Code of FederalRegulations (10 CFR) Section 2.206, "Requests for action under this subpart." The original letter is in the Agencywide Documents Access and Management System (ADAMS) under Accession No. ML102990527. The publicly available redacted version is found under Accession No. ML103020293. The petition asked the Nuclear Regulatory Commission (NRC) to investigate the consequences of a rupture of the natural gas pipelines on the Indian Point site. Although the gas pipelines were present at the site before Indian Point Nuclear Generating Unit Nos. 2 and 3 (IP2 and IP3) were licensed, and the pipelines were accepted by the Atomic Energy Commission (AEC) during initial licensing, the NRC staff performed a review of the possibility that the pipelines might impact the safety or security of the nuclear reactors. The purpose of this memo is to document that review.
