The U.S. Nuclear Regulatory Commission (NRC or the staff) and representatives of Entergy Nuclear Operations, Inc., held a telephone conference call on May 25, 2017, to discuss and clarify the staffs need for additional information concerning the Indian Point, license renewal application. provides a listing of the participants and Enclosure 2 summarizes the discussions during the call.

TELEPHONE CONFERENCE CALL FOR ADDITIONAL INFORMATION LICENSE RENEWAL APPLICATION MAY 25, 2017 The U.S. Nuclear Regulatory Commission (NRC or the staff) and representatives of Entergy Nuclear Operations, Inc., held a telephone conference call on May 25, 2017, to discuss and clarify information concerning the license renewal application (LRA).

For the original request regarding the 2008 event, the applicant clarified that they considered the cause of the leakage to be bounded by other events included in their May 5, 2017, RAI response; however, they did not have the details from the event to say whether it was a problem with stainless steel or carbon steel piping, or whether it did not meet structural integrity, as specified in ASME Code Case N-513, or that it did not meet the applicable configuration of the code case. The staff clarified that the cited NRC inspection report refers to a section of service water piping that was below the minimum pipe wall thickness for structural integrity versus not being an applicable configuration specified in the code case. The staff requested the applicant to verify whether the issue from 2008 was for lack of structural integrity, or whether the leak did not meet an applicable configuration specified in the code case. If the issue was a lack of structural integrity, the staff asked that information comparable to that provided in the previous RAI response be provided for the 2008 event. The staff also asked the applicant to provide assurances, if there was a lack of piping structural integrity, that the causes of any other event where loss of structural integrity had previously occurred are bounded by those included in the previous RAI response and that changes made to the predictive monitoring process for the previous occurrences provide reasonable assurance that similar losses of structural integrity will not recur.

For the request regarding the previous RAIs response, which characterized the cause of some leaks as improper material use in the service water piping, the applicant stated that there is other stainless steel material installed in the service water system and that improper material use referred to the use of socket-welded fittings and the inability to characterize indications for these types of fittings. The staff requested that the applicant provide information regarding how the Service Water Integrity program manages any associated aging effects for this material.

For the request regarding the recently implemented engineering report IP-RPT-16-00046, the applicant stated that the report specifically refers to Generic Letter 89-13, which is the basis for the Service Water Integrity program, and is being credited by the program. The staff requested that the RAI response include a statement in that regard.

In lieu of issuing a second set of RAIs, Entergy will supplement their previous submittal (NL 052) to provide the additional clarifying information. Entergy will provide the supplement no later than 2 weeks following issuance of this telecom summary.
