ENTERGY NUCLEAR NORTHEAST RESPONSE TO REQUEST FOR INFORMATION PURSUANT TO TITLE 10 CODE OF FEDERAL REGULATIONS 50.54(F) REGARDING RECOMMENDATION 9.3 STAFFING ASSESSMENT INDIAN POINT UNIT NUMBERS 2 AND 3 DOCKET NOS. 50-247 AND 50-286 By letter dated April 30, 2013 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML13246A077), Entergy Nuclear Northeast submitted its response to the 10 CFR 50.54(f) request for information regarding the Near Term Task Force Recommendation 9.3 Staffing Assessment.

The New Reactor Licensing Branch staff finds that additional information is needed to complete its review. Please send the enclosed request for additional information to the licensee, and request a written response within 30-45 days based upon the issuance date of this memorandum.

ENTERGY NUCLEAR NORTHEAST INDIAN POINT UNIT NUMBERS 2 AND 3 RESPONSE TO NRCS 10 CFR 50.54(F) INFORMATION REQUEST-STAFFING ASSESSMENT - PHASE 1 REQUEST FOR ADDITIONAL INFORMATION

Background

On March 12, 2012, NRC issued a letter entitled Request for Information Pursuant to Title 10 of the Code of Federal Regulations 50.54(f) Regarding Recommendations 2.1, 2.3, and 9.3, of the Near-Term Task Force Review of Insights from the Fukushima Dai-ichi Accident. The requested information associated with Recommendation 9.3, Emergency Preparedness focused on Communications and Staffing and this RAI focuses on the information requested for the Phase 1 staffing assessment. The staff has reviewed your Staffing Assessment dated April 30, 2013 and needs the following information to complete its review.

Issue In your Phase 1 Staffing Assessment dated April 30, 2013, you provide information related to the Alternate Transportation - Primary Method, for transporting emergency response organization personnel to the site following a Beyond Design Basis External Event (BDBEE).

The assessment states that the Indian Point Energy Center (IPEC) has a verbal agreement with the State of New York Office of Emergency Management that in the event of restricted site access following a BDBEE, they will provide resources such as a helicopter as priorities allow transporting ERO personnel from an alternate location to the site. Clarification is needed on how the site can rely on a verbal agreement as the basis for the primary method of air transportation to the site for the augmented emergency response organization.

Provide a written Letter of Agreement (LOA) or supplement your response stating a written agreement exists with the primary provider of helicopter transport that will be utilized for the site emergency response organization following a BDBEE as described in your submittal or provide justification why the listed method of a verbal agreement is sufficient to meet the basis for your 6 hour6.944444e-5 days <br />0.00167 hours <br />9.920635e-6 weeks <br />2.283e-6 months <br /> impeded site access.

The goal is to identify potential methods that would facilitate access to the site by the augmented staff following a beyond design basis external event. Information concerning alternate transportation resources and access enhancing measures should be included in the response to Staffing Requested Information #4. This response should also include an overview discussion of how the identified methods will be implemented following a beyond design basis external event.
