Dear Sir:

On October 23, 1973, an Unusual Event Report was submitted concerning the ability of the waste management systems to process effectively the wastes resulting from operation of all three units of the Oconee Nuclear Station.

In that report it was stated that an interim waste management facility would be constructed, with initial operation to coincide with that of Oconee 3, and that a permanent facility would replace the interim facility at a later date. A description of the interim facility was provided on May 2, 1974.

On June 23, 1975, a Safety Analysis Report was submitted which described steps to be taken to upgrade the interim facility to permanent status.

Supplementary information was provided on several occasions. In my letter of June 30, 1976, the last communication on the subject, it was estimated that implementation of the upgrading would require three years.

In light of increasing regulatory requirements and additional operating experience, it has been determined that proceeding with the facility as described in the June, 1975 submittal is not the most effective method for accomplishing waste management objectives. As an alternative, an addition to the existing facility to increase the liquid waste processing capacity will be implemented. For your information, a preliminary description of the addition is attached. At present, the preliminary design of the modifica tion is nearly complete, and material procurement is underway. It is estimated that preparatory work will begin in June, 1980, with actual con struction starting in April, 1981. It is anticipated that the modification will be complete by June, 1983.

If such changes are deemed appro priate, the proposed revision will be submitted at a later date prior to operation of the new system.
