i This routine, unannounced inspection involved 34 inspector-hours on site in the areas of preoperational test results review, licensee action on previous inspec-tion findings and licensee identified items (10 CFR 50.55(e).
Results Of the three areas inspected, no violations or deviations were identified.

Exit Interview The inspection scope and findings were summarized on April 15, 1982, with those persons indicated in paragraph 1 above. The licensee acknowledged the unresolved item (paragraph 5) and agreed that some additional testing of the diesel generator would be necessary.

Licensee Action on Previous Inspection Findings (Closed) Violation 416/81-20-02, Inadequate Inspection Activities.
The inspector examined four outboard and one inboard mainsteam isolation valves to verify that the locking devices had been utilized as outlined in the licensee's response dated September 22, 1981. The corrective actions appear adequate.
(Closed) URI 416/81-13-01, Prerequisite section of IP53PT01 does not require vibration system to be operable as required by FSAR. Preoperational test, P53PT01 now requires testing of vibration system alarms associated with the compressor.
(Closed) URI 416/81-22-03, Maintenance work order on MOV had no tech manual.
The maintenance procedures for MOV's now include sections which cover AC or DC motors.

Unresolved Items Unresolved items are matters about which more information is required to determine whether they are acceptable or may involve violations or devia-tions. New unresolved items identified during this inspection are discussed in paragraph 5.

5.
Preoperational Test Results Review - Engineered Safety Features The inspectors reviewed preoperational test procedure 1E22PT01, High Pres-sure Core Spray, to verify that the test adequately addressed NRC require-ments and licensee commitments relating to Engineered Safety Features (ESF).
The inspectors reviewed results of the above test to verify the following:
a.
Individual test steps and data sheets were properly initialed and dated, b.
Data sheets were completed, c.
Changes to the procedure were made in accordance with pertinent requirements, d.
Test changes did not change the basic objectives of the test.
e.
Deficiencies identified during testing were recorded and evaluated.

The inspector attempted to review results of portions of the diesel gener-ator (D/G) preoperation tests.
The licensee advised that they were experiencing difficulties with the governors on the Division II D/G. The problems appeared during the 24 hour2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> loading and local testing phase.
The cause of the problem had not yet been identified. During discussions with the licensee representatives, no accurate assessment could be made on the amount of retesting that would be required. Until the governor deficiency is resolved and corrective actions taken the amount of retesting can not be determined.
This will be identified as unresolved item 416/82-31-01, Evaluate the impact of the governor problems on the D/G pre-op testing.

Licensee Identified Items (LII) 10 CFR 50.55(e) or Potentially Reportable Deficiencies (PRD)
(Closed) PRD 81-53, Pneumatic Logic for Delaval Standby Diesel Generator.
The licensee's report dated March 23, 1982 advised RII that the completed engineering evaluation had revealed that this item was not reportable.
(Closed) PRD 81-43, Teflon Coating On Dry Well Purge Compressor after-coolers.
The corrective action aescribed in the licensee's final report dated January 29, 1982 is acceptable.
(Cicsed) PRD 82-10 Hydraulic Control Unit Mounting Bolt Discrepancy. The licensee su5mitted a final report dated April 1, 1982.
The inspector reviewed the inspection records for the corrective actions of the mounting bolt spacing and examined same in the field.
(Closed) PRD 81-50, Pipe Rupture In RCIC Room. The licensee's evaluation has determined this item to be not reportable under 10 CFR 50.55(e).

7.
Independent Inspection The inspectors examined various portions of the reactor building to observe the completion status of equipment.
It was noted that in many areas construction support materials were being removed.
The licensee representatives advised that the repair of the diesel generator (Div. I & II) governors has become the critical path.
At the exit the inspectors were informed that the purposed fuel load date had nca been adjusted to on or about May 1,1982.
