The Regional Administrator discussed NRC concerns relating to the operation of the Grand Gulf 1 nuclear station and discussed the role of the SRC in its operation. NRC concerns involved staffing losses; an increase in the use of consultants; the amount of overtime needed to maintain schedule and meet commitments; the number of problems identified with procedures and the need to develop discipline in the use of procedures; and problems in obtaining a realistic schedule for plant testing and the need for the NRC to obtain prompt and accurate information on events that occur at the plant. Descrip-tions of SRC required activities do not address a major responsibility of the SRC, i.e.
"Is the overall control system working as intended and are there potential problems that are not being addressed." What action should be taken as a result of this " overview"? The SRC may be so involved in reviewing individual issues that they fail to detect significant adverse trends.
It was stated that the NRC would place major emphasis on the initial operation of Grand Gulf 1 and that special inspections would be performed to evaluate Grand Gulf's readiness for power ascention testing above 5% power and 50% power.
In a separate meeting with senior MP&L personnel, the Administrator reviewed his discussion with the SRC and acknowledged the broad experience and the beneficial effects of additions made to the SRC, but expressed concern with the turnover of outside members of the SRC.
