SUMMARY Inspection on April 13-15, 1982 Areas Inspected This routine, unannounced inspection involved 21 inspector-hours on site in the areas of site procurement; receiving storage and maintenance; licensee action on previous enforcement matters, and licensee identified (50.55e) items.

Results Of the four areas inspected, no violations or deviations were identified.

Exit Interview The inspection scope and findings were summarized on April 15, 1982, with those persons indicated in paragraph 1 above.

Licensee Action on Previous Enforcement Matters (Closed) Violation 50-417/81-11-02: Inadequate measures to control preser-vation of safety-related materials and equipment. MP&L's letter of response dated September 15, 1981 has been reviewed and determined acceptable by Region II.

The inspector conducted discussions with the superintendent in charge of storage and examined the corrective actions taken on closed Condition Reports (CR) 7288, 7290, 7285 and 6051 which were written to identify and resolve the storage violation.

The inspector examined the storage facilities of the Northeast, Northwest, and upper West laydown areas and inspected varies pieces of material and equipment stored in place in Unit 2's reactor building.

QC Monitoring Storage Reports which are currently being conducted on a weekly basis were examined for the period January 6, 1982 through April 2, 1982.

It appears that the increased frequency of inspection has given the licensee better control over the storage situation.

The corrective actions identified in the letter cf response have been implemented.

Procurement, Receiving, Storage and Maintenance - Independent Verification (35065B)

The supportive QA document stored in the vault was examined for Motor Control Center (MCC) 25811 (Q2R20S510AA) and MCC 25B42 (Q2R20S540BA); Load Center Unit Substation 25BA3 (Q2R20S530A); and the 7.2KV Switchgear Breaker (Q2R22S205BA).

This documentation was examined to assure the above men-tioned electrical equipment met the specified specification requirements such as codes, standards, testing and inspection requirements prescribed in the following respective procurement specifications:

Specification No. 9645-E-018.0 - Technical Specification For 480 Volt Motor Control Centers Specification No. 9645-E-017.0 - Technical Specification For Load Center Unit Substations Specification No. 9645-E-009.4 - Technical Specification For 7200 Volt Metal - Clad Switchgear for Recirculation Pump Trip Other documentation such as Bechtel's Form G-321C, " Engineering and Quality Verification Documentation Requirements," and certificates of compliance were examined to assure that they were reviewed, signed by appropriate Bechtel Quality Inspectors and/or applicable member of the suppliers organization.

Receiving L3pection records (material receiving reports and material receiving instructions) were examined and the actual storage conditions of the subject electrical equipment were inspected and verified to be in accordance with requirenents.

No violations or deviations were identified in the above area of inspection.

Licensee Identified Items (50.55(e))

(Closed) 50-416-417/CDR81-41 Main Steam Door Radiation and Pressure Require-ments. The inspector examined the corrective actions that have been imple-mented as specified in the licensee's final report on this matter dated January 4, 1982.

Investigative actions were performed by project engi-neering to determine the extent of the problem and this investigation included a review of all doors in relation to adequacy of radiation shielding as well as pressure requirements.

This analysis concluded that pressure door 1A320 was inadequate in providing sufficient shielding and maintaining a design pressure of 15.39 psi. Lilewise, door 1A216 (which is not required for radiation shielding) was found to be underdesigned to sustain a pressure of 15.39 psi. The inspector made a visual examination of Unit l's reworked doors 1A320 and 1A216.~ Work on pressure door 1A216 has been completed in accordance with Bechtel drawing C-1310L, Rev. 1 and work on door 1A320 was approximately 95 percent complete in accordance with Bechtel drawir:g C-1310M, Rev. 2.

Identically affected doors for Unit 2 (2A216 and 2A320) are to be redesigned to meet the requirements of the newly revised specification 9645-A-022.3, Rev. 8.

The original Unit 2 doors which are presently in storage at the Natchez warehouse have been documented as nonconforming and will be dis-positioned accordingly.

MP&L will track the eventual installation of affected Unit 2 doors under MCAR-126 and NCR 6304.

The above cited con-ditions which appear to be unique cnly to Grand Gulf Nuclear Power Plant have been rectified and this item is closed.
