  • Attended exit interview Exit Interview The inspection scope and findings were summarized on April 30, 1982, with those persons indicated in paragraph 1 abov . Licensee Action on Previous Inspection Findings (Open) Unresolved Item (416/81-48-01) - Automatic Sprinkler Protection not Provided for the Areas of the Auxiliary Building as Required by the SER. This item is currently being evaluated by NRR and remains ope (Closed) Violation Item (416/82-08-01) - Failure to Initiate a Main-tenance Inspection and Test Program for the Fuel Facility Fire Protec-tion Equipment. The licensee has implemented an inspection program for the interior fire hose system and portable fire extinguishers in the fuel storage facility. This item is close .

.

4. Unresolved Items Unresolved items are matters about which more information is required to determine whether they are acceptable or may involve violations or devia-tions. New unresolved items identified during this inspection are discussed in paragraph 6.b(79), (144), (157) and (158).

5. Inspector Followup Items (0 pen) Inspector Followup Item (416/82-08-02) - Installation of Perma-nent Plant Fire Protection Equipment and Systems Required Prior to Fuel Load: The installation of the permanent plant fire protection equip-ment and systems was practically complete; however, the operational and functional preoperational tests had not been completed on the system Refer to below paragraph 7 for additional detail This item is to remain open until all of the required preoperational tests have been satisfactorily complete (Close) Inspector Followup Item (416/82-08-03) - Six Hour Supply of Emergency Breathing Air Required Prior to Fuel Load: This licensee's calculations indicate that an adequate supply of self contained breath-ing apparatus was available for the fire brigade. The refill cascade systems had been installed and the cylinders for the control room l emergency air supply are to be provided prior to fuel load. Therefore, l this item is closed, (0 pen) Inspector Followup Item (416/82-08-04) - Revision and Plant Management Approval Required of Fire Protection Procedures: Most of the fire protection administrative control procedures have been issued; however, two important procedures, control of combustibles and fire f ghting strategies, have not been issued. This item remains ope . Permanent Plant Fire Protection / Prevention Program Commitments The inspector evaluated the licensee's action on fire protection commitments made to the NRC. The NRC Safety Evaluation Report (SER) Section 9.5 dated September 1981 and the licensee's FSAR Appendixes 9A and 98 which include the Fire protection program review and fire protection plan were used in this evaluation. These documents describe the fire protection features, commitments and requirements for the Grand Gulf site. These items and findings are as follows:

  • NOTES: " Closed" - Item appears to meet the commitments to the NRC based on randum review of construction documents, inspection records, preopeational test data and field inspection by the inspecto Some items may not yet be operational or fully complete but licensee's procedures appear adequate to assure that the systems or features will be functional prior to fuel loa "* Closed" - Refer to paragraph 5.b for additional informatio "Open" - Item is not complete or contains discrepancies. Refer to paragraph 5.b for detail "Not inspected" - Item was not reviewed by the inspecto Findings:

(2) Automatic sprinkler protection is provided for this area from the system installed above the metal grate floo This arrangement does not meet the criteria of NFPA-13, Automatic Sprinkler System, Section 4-4.11. However, it appears that sprinkler protection may not be required for this area. This item is currently being evaluated by NRR and is identified as Unresolved Item (416/S1-4S-01).

(3) A one hour fire barrier consisting of two layers of 1-inch

"kaowool" insulation is being provided for redundant safety related cables installed within 20 feet of each other. On the date of the inspection this work was estimated by the licensee to be coproximately 95o complete. Approximately 85*,of this work had been ins pected by QC. The following randum sample fire barriers were ir.spected by the inspector to verify compliance with the construction documents and the QC inspection records were reviewed to verify that the required inspections had been accomplished:

This item is being evaluated by NRR and is another example of Unresolved Item (416/81-48-01).

(69) Sprinkler protection is not provided between column lines 11-13 as required by SE This item is being evaluated by NRR and is another example of Unresolved Item (416/81-4S-01).

(79) A fire hose station was not provided for this area (Rooms 1A305, 1A402 and 1A606) as stated by FSAR Appendix 9A Table 9A- The licensee is evaluating this discrepancy. This is identified as Unresolved Item (416/32-34-01), Fire Protection Systems required by FSAR are not provided in Rooms 1A305, 1A402, 1A529 and 1A606 and will be reviewed during a subsequent NRC inspectio (100) A temporary structure erected in this area obstructs the area smoke detection system. The licensee stated that this structure was scheduled to be removed prior to fuel load.

l

(142) Smoke detection is not provided for the area directly over the fuel hatch area and the west portion of the room; however, the

,

system appears to meet the commitments of the NRC.
