The final report was submitted on January 9,1981.
The report has been reviewed and determined to be acceptable.
The inspector held discussions with responsible licensee representatives, reviewed supporting documentation, and observed representative samples of work to verify that the corrective actions identified in the report have been initiated.
The instruments have been replaced by GE Field Disposition Instruction (FDI) WA0T and qualification testing is being tracked by MP&L's Corrective Action Request (CAR) 350.

(Closed) Item 416/CDR 81-37 " Defective Spare Woodward Governor for HPCS Diesel Generator" (10 CFR 50.55(e)). The final report was submitted on November 30, 1981. The report has been reviewed and determined to be acceptable.
The inspector held discussions with responsible licensee representatives, reviewed supporting documentation, to verify that the corrective action identified in the report has been completed.
The potentially defective drop lever spring in the Governor was replaced and documented on Maintenance Work Order (MWO) M 22047.

" Unqualified Material in ASCO Valvc " (10 CFR 50.55(e)).
The final report was submitted on September 30, 1981.
The report has been reviewed. The inspector held discussions with responsible licensee representatives and reviewed supporting documentation. The licensee's documentation indicates that the subject valves are in the Hydraulic Control Unit (HCU) System and that if the valves were to fail they would fail in a safe manner.
In addition, the licensee in their NUREG 0588 response ( AECM 81/231 of 7-1-81) states that HCU Solenoid Valves are not Class IE and, therefore, are not required to be qualified for accident conditions in accordance with NUREG 0588.

The vent parts in the ASCO Solenoid Valves were too small to allow the cylinders of Henry Pratt Valves to exhaust fast enough to meet the operating time criteria. These solenoid valves were replaced by Construction Work Permit (CWP)-M41-E-47.

An examination was made on the following as-built drawings.
Selected portions in the electrical and instrumentation cables and terminations were examined to insure that the as-built drawing reflected the actual installation. Most of the selected portions used in this examination were determined by field change requests (FCR or FCN) and design change notices (DCN).
