Results Of the six areas inspected, no apparent items of noncompliance or deviations were identified.

Exit Interview The inspection scope and findings were summarized on Msrch 30, 1979 with those persons indicated in Paragraph I above.

The status of Infraction 369/79-02-01, Unresolved Item 369/79-02-02 and Inspector Followup Item 369/79-11-02 was discussed in detail.

3.

Licensee Action on Previous Inspection Findings (0 pen) Infraction 369/79-02-01: Failure to follow procedures for instru-mentation manifold valve installation. Licensee corrective actions,as identified in Duke Power Company (DPC) letter to Region II dated March 12, 1979 are the following:

All other installed functionally safety-related instrument loops a.

were inspected for proper valve installation. As a result of this inspection, four additional incorrect valves were found.

All incorrect valves on functionally safety-related loops will be corrected and inspected when they are available af ter Unit 1 Hot Functional Testing.

Craft personnel and quality control personnel have been reinstructed c.

in the use of design information for this type of installation.

-2-The licensee has completed corrective action items 1 and 3.

The four additional incorrect valves found by the licensee were identified in investigative report number NCI 7723 as isolation valves for ILDPS 5130 (SN AD10097), ILDPS 5131 (SN AD 10058), ILDPS 5032 (SN 10090) and ILDPS 5033 (SN CZ 10120). This item will remain open pending licensee comple-tion of corrective action.

(Closed) Unresolved Item 369/79-02-02:

Cabinet entrance cable separation. The licensee has revised Installation Specification number MCS-1390.01-00-0036, "McGuire Separation Criteria, Electrical Division Standard 6.01-1", to clarify the cabinet entrance cable separation requirements. The entrance -able separation to the Sclid State Protec-tion Cabinets met the requi ements of the specification.

Unresolved Items Unresolved items were not identified during this inspection.

Independent Inspection Effort (Unit 1 and 2)

The. protection and storage of safety related Motor Control Centers identified as 2EMXA and 2EMXB were observed. Additionally, the inspector examined three of the licensee's storage areas for safety related cable.

Within the areas observed, there were no items of noncompliance or deviations identified.

Instrumentation (Components and Systems II) Observation of Work and Work Activities (Unit 1)

The inspector selected steam generator IA narrow range level instrumenta-tion associated with level transmitters 1ChlT 5490, ICFLT 5500 and ICFLT 5510 for inspection. The inst rumentation was inspected to assure that FSAR and QA Manual requiremen a were being met in the areas of circuit and component identification, location, protection, cleanliness preser-vation and inspection.

The installed steam generator narrow range level instrumentation was observed from the level transmitters, including sensing lines and associated devices, to the display mounted on the main steam section of the main control board. Due to existing access problems, the sensing lines could only be inspected from downstream of the accumulators to the level transmitters.

Instrumentation (Components and Systems II) Review of Quality Records (Unit 1)

The inspector reviewed the quality records for the steam generator IA narrow range level instrumentation identified in paragraph 6.

The records were reviewed to assure that FSAR and QA Manual requirements were being met in the areas of receipt inspection, vendor certification, storage, handling, identification and QC installation inspection.

The inspector reviewed the following closed nonconforming item reports (NIR's) related to instrumentation installation: NIR-7484, 7674, 7662, 7900 and 7833. All NIR's reviewed identified the nonconformance and indicated disposition and reinspection after the corrective action had been completed.

Within the areas inspected, there were no items of noncompliance or deviations identified.

8.

Instrumentation (Cables and Terminations I) - Observation of Work and Work Activities (Unit 1)

Terminations of cables identified as 1*NC748,1*NC754,1*NC752,1*CF616, INR16 and 1WL647 were examinedat the containment side of the electrical penetration assemblies for compliance with cable connection drawings.

Terminations of these cables, except for 1WL647, had been verified at the component end during a previous inspection. The cables terminate on a connector inside the electrical penetration assembly, and the connec-tors were not disassembled to observe actual pin terminations.

Within the areas identified, there were no items of noncompliance or deviations identified.

9.

Instrumentation (Cables and Terminations II) - Review of Quality Records (Unit 1)

The inspector reviewed the following NIR's related to cable installa-tion: NIR-6478, 7614, 6790 and 7614. All NIR's reviewed identified the nonconformance and indicated disposition and reinspection af ter the corrective action had been completed. Qualification records of two QA personnel were also reviewed.

Within the areas inspected, there were no items of noncompliance or deviations identified.

-4-10. Electrical (Components and Systems I) - Observation of Work and Work Activities (Unit 2)

The inspector observed the installation of 4KV switchgear panel identified as 2 ETA. The panel was installed per Duke Power Company drawings MC 2887-01R23, MC 2907-04R2 and MC 2907-06R4.

Within the areas inspected, there were no items of noncompliance or deviations identified.

11.

Licensee Actions on Previous Inspector Followup Items (Unit 1)

(0 pen) Inspector Follow-up Item 369/79-11-02: Environmental qualifi-cation of electrical cable connections and seals. The licensee has issued specification number MCS 1390.01-00-0067, revision 0, " Guidelines for Determining Termination and Sealing Requirements for Safety-Related Circuits in Containment", and specification number MCS 1390.01-00-0068, revision 0, " Procedure for Scaling Cable Entrance Fittings on Class 1E Devices Inside Containment Requiring Environmental Sealing During MSLB or LOCA".

The inspector was informed that documentation of qualifica-tion tests were not available at this time.

This item will remain open pending review of qualification test data and completion of sealing.
