Exit Interview The inspection scope and findings were summarized on January 25, 1979 with those persons indicated in Paragraph 1, above.

Within the four areas inspected, no items of noncompliance or deviations were identified.

Licensee Action on Previous Inspection Findings (Closed) Open Item 369/78-06-03 on the need to perform a preoperational test to verify the diesel generator response to the loss of off-site power when already tied to the unit's electrical distribut '

Preoparational Test Procedure Review The inspector reviewed the following preoperational test procedures for compliance with Regulatory Guides 1.32, 1.68 and 1.108; FSAR Sections 8.3.1.10 and Table 14.1; and General Design Criteria 17 of 10 CFR 50, Appendix A:

" Unit 1B Diesel Generator Initial Operation" The review included verification that:

All prerequisites had been signed off as having been satisfied or a Test Change was written against it.

b.

All Test Changes to the procedure had been reviewed and approved in accordance with station directives.

c.

All procedural steps requiring a sign-off had been signed and dated.

d.

All data had been recorded, was within specification or that discrepancies had been identified by the licensee and resolved, The final package included the signed off procedure, a copy of all e.

Test Changes, a copy of all test deficiencies and their resolution, and a copy of the chronological test log.

-3-In the case of the NC System Hydrostatic Test, TP/1/A/1150/01 and Construction Procedure 653, the inspector also reviewed the Test Inspection Boundary Drawings, Instrument Calibration Record Card for the Official Test gauge and the Construction QC Inspection data sheets. The test was also reviewed for compliance with the requirements of 10 CFR 50.55a and 10 CFR 50.59. The inspector had no comments on the hydrostatic test nor on any other completed test package reviewed.

Preoperaticnal Test Performance Witnessing The inspector witnessed the verification and signing of prerequisites for preoperational test procedure TP/1/A/1200/03E. The normal procedure for initiating and processing a Test Procedure Change was also observed.

The start of the test was delayed because of problems with the Positive Displacement charging pump and was not witnessed by the inspector.

The inspector did witness the performance of portions of section 12.6 of TP/1/A/1150/15, " Hot Functional Testing of Pressurizer Pressure and Level Control, Steam Generator Level Alarms, Power Operated Relief Valves, and Reactor Coolant Low Flow Alarms", concerning the alignment of the Reactor Coolant Loop Elbow Tap Flow transmitters. The inspector had no comments on the portion of the procedure he was able to witness.

8.

Plant Tour The inspector toured portions of the Unit #1 Reactor Containment, the Auxiliary Building, the Control Room, and the Turbine Hall. The inspector noted no housekeeping discrepancies during his tour of these areas.
