SUMMARY Inspection on March 13-15, 1979 Areas Inspected This routine unannounced inspection involved 22 inspector-hours onsite in the areas of nondestructive testing; construction deficiencies reports, warehouse storage; outside storage areas; QA audits and IE Bulletin and Circular responses.
Results Of the six areas inspected, no apparent items of noncompliance or deviations were identified.

Exit Interview The inspection scope and findings were summarized on March 15, 1979, with those persons indicated in Paragraph I above.
The inspector discussed the inspector follow-up Item 370/ 79-9-01-Warehouse 2 Noncon-forming Area Designation.
Within the areas examined, no items of noncompliance or deviations were identified.

Licensee Action on Previous Inspection Findings (OPEN) Unresolved Item 369/79-05-01, Final inspection program for pipe hangers and supports. The-licensee advised that Construction Procedure M-15, Installed Pipe Support Inspection, is being revised and will be issued soon. The revision will incorporate spring loaded hangers and hydraulic snubber installation inspection for cold loading. Inspection instructions with acceptance criteria will be developed to aid the icplementation of the revised procedure M-15.

Unresolved Items Unresolved items were not identified during this inspection.

Licensee Identified Items (LII) 10 CFR 50.55(e)
(CLOSED) LII 369/77-08-01, Valve Rigidity Problem. This problem had been addressed in IE Reports Nos. 50-369/77-8 and 50-369/78-4. The CDR final report was submitted to RII October 22, 1977, but the valve modifi-catians had not been completed. The inspector examined two 12" valves (Nos. IVP17A and IVP19A) and one 24" valve (No. IVP15A) which had been modified. The valves had been identified for both Units I and 2 on NRC 6574. This NCR has been closed and the valves for Unit 2 identified on NCR 8459. This item is closed for Unit 1.

Independent Inspection Effort a.
Welding and NDT Observations The inspector observed two different liquid penetrant examinations in progress. These were for weld Nos. NI2F-57-2 and NC2F-3-6. The various drying times were being observed as specified. The examination appeared detailed and the inspectors knowledgeable.
The inspector observed the fitting of the consumable insert (EB),
the fit up and tack welding of weld No. NC2 FW-26-7. The QC inspector inspected the fit up and approved it prior to welding.

QA Audits The inspector reviewed the following completed QA audits:
(1) Audit dated February 15, 1979 - Electrical Equipment Instal-lation - Unit I per Construction Procedure (CP) E-1.
(2) Audit dated February 8, 1979 - Concrete Masonary Wall Installation - Unit 1.
(3) Audit dated January 18, 1979 - Civil Materials Receipt Storage per CP, C-19.
(4) Audit dated February 16, 1979 - Cable Terminations and Plug Fabrication, Units 1 and 2 per CP, -3.
(5) Audit dated February 9,1979 - Cable Termination Unit 1 per CP, -3.
s Each audit had a planned method for determining that the audited function was being performed as required by the controlling con-struction procedure.
Verification of records and inspector qualifications in addition to physical inspection was documented.
Each audit listed any items outstanding from previous audits which required followup.
c.
Warehouse and Outside Storage Areas The inspector examined the pipe and cable reel lay down areas. The dunage and drainage appeared adequate. The licensee will continue his efforts as weather permits.
Warehouse (WH) No. 4 (Class A&B Storage), WH No. 5 (Valve Storage)
and WH No. 2 (Pipe Support Materials) were examined. It was noted that the nonconforming area in WH 2 had been reduced in size to 2236 126

-3-provide additional storage space. The nonconforming material was marked by tying ribbons around the items. However, due to the crowded conditions, the nonconforming area was not clearly defined.
Several items such as weld rod contaicers, liquid penetrant testing materials and snubbers are stored in this warehouse. The similarity of these tiems could present a problem if the nonconfonning area is not adequately defined. This will be identified as an inspector follow-up Item 370/7949-01, Warehouse No. 2 Nonconforming area designation.
Within the areas examined, no items of noncompliance or deviations were identfied.

Inspector Followup Item (CLOSED) Item 369/78-38-10, Followup on possible use of carbon steel welding rods on pressurizer surge line.
This item was inspected by a RII Construction Inspector and addressed in IE Report No. 369/78-40.
This item is closed.
8.
IE Bulletins (IEB) and Circulars (IEC)
(OPEN) IEC 78-08, Environmental Qualification of Safety Related Electrical Equipment at Nuclear Power Plants. The inspector reviewed Supplemental Inspection Instruction, Serial No.15 for Construction Procedure M-41 and Installation Specification MCS-1390.01-00-0068-CS-1, Procedure for Sealing Cable Entrance Fittings on Class IE Devices Inside Containment Requiring Environmental Sealing During MSLB on LOCA.
These instructions had been revised to reflect additional action required as a result of this IEC. These are intended to provide a water tight seal at each entrance into class IE electrical devices inside containment.
RII will continue to follow the implementation of these. instructions.
