Exit Interview The inspection scope and findings were summerized on December 27, 1979 with those persons indicated in Paragraph 1 above. Areas inspected were identi-fied; these included review of the program, procedures and visual inspection records generated on IE Bulletin 79-17, Rev.

IE Bulletin No. 79-17 Program and Procedure Review (Unit 1) On November 27, 1979 the licensee forwarded a letter of response to IE Bulletin 79-17, Revision 1 to the Region II office.
The letter delineated the licensees commitment and plan for performing the visual and volumetric examination on pipe systems previously identified. At the site, the inspec-tor reviewed the licensee's examination program entitled " Stress Corrosion Cracking Examination Program".
This program was prepared by Southern Company Services Inc.; it was reviewed and approved by the plant manager and the plant operating review committee (PORC) on December 20, 1979. The inspector discussed its contents with cognizant personnel and reviewed the selection of listed pipe lines (low head safety injection, high head safety injection, containment spray and accumulators) and welds earmarked for visual and ultrasonic examinations.
Visual Examination: Part 2(a) of IE Bulletin 79-17, Rev. I requires that a visual examination be conducted on all normally accessible welds of the engineered safety systems. This examination is to be performed on a monthly basis until the
. -2- . UT examination required by 2(b) has been completed. Article IWA-2000 of ASME Section XI and Article 9 of ASME Section V are referenced in the bulletin as being acceptable for this examination.
The licensee's procedure used to perform the visual inspection was WP-05 " Visual Inspection of Stagnant Borated Water Pipe Systems".
The procedure was reviewed for technical content, compliance with code requirements and approval by a qualified NDE examiner. Visual examination of designated welds was accomplished on December 20, 1979 under RWP-1-79-0205 authoriza-tion.
The inspector reviewed records of completed visual inspections, personnel qualifications and results of proficiency tests taken by NDE personnel who performed the visual inspections.
Within these areas the inspector requested and the licensee agreed to provide the certification records of the level III examiner who approved the visual procedure. This will be reviewed routinely on the next inspection.
No items of noncompliance or deviations were identified.
