Unresolved Items Unresolved items were not identified during this inspection.

Independent Inspection Effort The inspector examined the mechanical NCR's that had been written since early 1977 to date and civil NCR's from 1976 to date to ascertain if any items reported should have been reported to the NRC as construction deficiencies.
It was noted that all NCR's had been reviewed by QA/QC personnel with the exception of those involving documentation shortages at 1594 121

the time of receipt inspection. The inspector was advised that the purpose of the QA/QC review was for the determination of possible construction deficiencies.
During a tour of the plant it was noted that the licensee has started installing fire seals in wall penetrations. Discussions with licensee representatives revealed there is no method for identifying QC accepted
'
fire seals that had later been penetrated for additional cable or pipe installation. The inspector expressed concern since the seals need to be repaired or replaced and then reinspected after being penetrated.
The licensee advised that a procedure would be developed that would provide this type of control. The procedure will be reviewed during a future inspection. This is identified as Inspector Followup Item 364/79-16-01, Fire Seal Penetrating Procedure. Within the areas examined, no items of noncompliance or deviations were identified.
Caseload Forecast Panel Meeting The inspector participated in a meeting of NRR representatives and APC0 management to assess the status of construction of Unit 2.
The licensee presented ar. overview of construction progress since January 1979, including the effect of the work slowdown. Financial considerations were discussed.
The percentages of bulk quantities of concrete, structural steel, process piping, pipe hangers, cable tray, conduit, cables, terminations and instru-mentation installed to date were presented.
The proposed installation rates required to meet a June 15, 1979 fuel load date were given. The overall plant completion is 86%.
IE Bulletins (IEB)
The licensee presented a proposed program for the examination of concrete anchors (IEB 79-02) and hanger verification (IEB 79-14) for Unit 2.
This work is expected to start immediately with the first effort being toward approximately 500 Class I hangers in 13 systems.
Part 21 The licensee has examined the receiving records for the purchase orders listed in the Gould Inc.
letter to the NRC. (Refer to IE Report 79-13) Two spare NEMA size 3 starters were received during the period listed in the Gould letter. QA representatives state that these spare u. nits had been turned over to Unit I and will be reworked under the operating unit proce-dures.
This will be followed under Docket No. 50-348.
The licensee advised that the Henry Pratt Company had informed them of a potential defect in the ASCO solenoid valves furnished with valves for both units. The solenoid valves have been identified and the licensee stated that they are correct. However, the inspector could not verify that the basis for the evaluation was adequate. This will be identified as Inspector Followup Item 364/79-16-02, Pratt Supplied Solenoid Valve Environmental Qualification.
