Licensee Action on Previous Inspection Findings a.

(Closed) Infraction 364/79-06-01, Revised drawing control.

Based on the reviews of a QA audit performed June 19, 1979 and tie inspector's observations, the actions taken by the licensee as outlined in their April 27,1979 letter to RII appear complete.

b.

(0 pen) Unresolved Item 364/79-07-01 - Additional material under the steam generator supports. APC0 bas contacted the AE regarding this item.

c.

(0 pen) Unresolved Item 364/78-39-01, Verification 'of anchor bolt length-APC0 has not yet received answers from their AE regarding the dispos 4 tien of 43 hangers.

Independent Inspection Effort a.

Equipment Status The inspector made an extensive examination of various elevations in the auxiliary building. The effort concentrated mainly on determining if the installed equipment that had been removed had been

accounted for. Equipment removal is covered by Field Quality Control Procedure (FQP) No. 5.2.5A, Equipment Removal and/or Transfer.

The procedure requires a tagging method sherein a tag listing the reason for removal and other required information is completed to provide traceability.

The inspector reviewed representative samples where equipment had been removed, and in all instances the required tags were present.

Nonconforming Reports Several closed mechanical and electrical non' onforming reports were reviewed to determine that reinspection had be an performed.

The selection was made in an effort to coter various p mblems such as:

receiving, cede tags missing on valves, unauthorized attachments to pipe hangers, pipe hangers, pipe storage, electrical raceway supports, damaged cable, cables failing Hi pot test and lass of pressure in an electrical penetration. All had been dispositioned in a timely manner and the corrective action presented in an adequate fashion to direct the corrective action.

c.

Construction Status The licensee still has only a limited numbe, of constructinn personnel on site. The inspector was advised that cold hydro was scheduled for the last week of July 1979.

Within the areas examined, no items of noncompliante or deviation were identified.

IE Bulletin (IEB) and Circulars (IEC)

(Closed) IEB 79-01 and 79-01A, Environmental Qualification, of class a.

IE Equipment. The licensee has received these bulletins but is not required to issue a response.

b.

(0 pen) IEB 79-02, Pipe Support Base Plate Design Using Concrete Expansion Anchor Bolts. The licensee submitted a response to RII dated June 6, 1979, which is being evaluated.

(Closed) IEB 79-03, Longitudinal Weld Defects in ASME SA-312, Type 304 c.

Stainless Steel Pipe Spools.

The licensee's response to RII dated April 26, 1979 states that no SA 312 or other welded (without filler metal) pipe described in this bulletin has been received at the site nor do they plan on using any in the future.

d.

(Closed) IEB 79-04, Incorrect Weights for Swing Check Valves Manufactured by Velan Engineering Corporation. The licensee submitted his response dated May 31, 1979, to RII.

The actions reported in the response appear tiequate. RII has no further questions at this time.

(Closed) IEB 79-07, Seismic Stress Analysis of Safety Related Piping.

The licensee's response to RII dated April 14, 1979, appears adequate in that the methods of seismic stress analysis addressed in this bulletin were not used.

f.

(Closed) IEB 79-09, Failure of GE Type AK-2 Circuit Breakers in Safety-Related Systems. The licensee's response dated May 18, 1979, addressed the action that will be taken to maintain these circuit breakers.

Additionally maintenance procedure HP-28.7, " Preventative Maintenance of GE Type AK-2 Circuit Breaker" has been prepared by the operating organization who will be responsible for maintaining these circuit breakers.

g.

(Closed) IEC's 79-02, 79-04, 79-05, 79-08, 79-09, 79-10, 79-11 and 79-12. The licensee ack.sowledged receipt of these IE Circulars.

7.

Containment Emergency Escape Hatch (Unit 2)

The emergency escape hatch was examined to determine the ease of access to the entrances. Inspection determined that the entrance to the escape hatch was unduly obstructed by piping supports and a heat exchanger. This condition had been reported as an unresolved item for Unit 1 in report 50-348/79-18.

This item is identified for Unit 2 as unresolved item 364/79-10-01, Emergency escape hatch access.

Within the areas examined, no items of noncompliance or deviation were identified.
