Results Of the areas inspected, no apparent items of noncompliance or deviations were identified.

Exit Interview The inspection scope and findings were summarized on September 20, 1979 with those persons indicated in Paragraph I above.

Licensee Action On Previous Inspection Findings (0 pen) Unresolved Item 364/78-09-01, Verification of anchor bolt length.

The licensee has now determined that the 18 large hangers with 42 bolts in question and the one small hanger involving one bolt will be corrected at the time of the inspection required by IEB 79-02.

(Closed) Unresolved Itee 364/79-07-01, Extra steel under steam generator supports. The licensee presented a letter from Westinghouse Electric Corpoc.-tion and a letter from Bechtel Power Corporation stating thta the

"as built" condition does not affect the structural intregrity of the supports. The inspector agrees with the statement that the steel beams and shims have a greater load bearing capacity than the concrete grout placed under the supports. RII has no further questions at this time.

(0 pen) Unresolved Item 364/79-10-01, Adequacy of access to the escape hatch. The licensee has submitted an Operating Change Request to the A-E for review of the effectively blocked Containment Emergency Access Hatch.

Independent Inspectiot The inspector selected nine terminator identification numbers from 15 cable termination records for verification that the crimping tool used was in calibration at the time the termination lug was installed. Records indicated

all the crimping tool used were checked each month and were in satisfactory condition. Records also indicated that crimping tools found out of calibra-tion were destroyed as witnessed b3 a QC inspector. All work reviewed was in accordance with construction procedure 5.4.3.1A, Cable Terminations.

The inspector selected the two pressure guages used for the cold hydro test of the coolant loop for verification of calibration. Manufacturer's certifi-cation of accuracy were examined as were the calibration records. All were found in accordance with construction procedure 5.3.3, Calibration and Control of Test and Measuring Equipment.

The inspector reviewed a management audit of the Farley Nuclear Plant that the QA Section performed in August 1978. The revier was to determine if deficiencies found had been resolved. All have been resolved except two items. These items involved revision to the QA Manual and are being reviewed now for issue in the near future.

Within the areas examined, no items of noncompliance or deviation were identified.

Part 21 The licensee is reviewing three purchase orders listed in a letter from Gould Incorporated, Electrical Products Group, involving a potential defect in NEMA Size 3 Starters and Contactors. The letter advised that Gould had notified the NRC of this potential product defect. The licensee is reviewing the purchase orders listed in the letter to determine if the materials are installed in safety related systems.

The inspector also reviewed the licensee's evaluation of a General Electric Company service letter relating to the replacement of bearings on Magne-Blast Breakers with the ML-13 operating mechanism. The licensee advised the inspector that to date none of the breakers have been found to be in safety related circuits.

IE Bulletins (IEB) and IE Circulars (IEC)

(Closed) IEB 79-11, Faulty overcurrent trip device in circuit breakers for engineered safety systems. The licensee response dated May 29, 1979, to RII advised that the type breakers listed in this bulletin are not used at Farley Units 1 and 2.

(0 pen) IEB 79-02, Pipe support plate designs using concrete expansion anchor bolts. An evaluation of the anchor bolts for Unit 2 will begin once Unit 1 is completed.

(Closed) IEC 78-19 Hanual override (by pass) of safety system actuation signals. The licensee's A-E has reviewed this bulletin and changes have been made where required.
