The inspector reviewed records and other documentation, and interviewed licensee representatives.
These records and interviews indicate that increased emphasis has been placed upon following approved procedures.

Unit 1 Preoperational Test Results Review

Test Procedure 024-5-024 Unit 1 Sequences Modification Testing Preop, results approved 6-5-79 was reviewed for conformance with Operational Quality Assurance Manual section 11.4 and FSAR sections 14.1 and 17.2.
No items of noncompliance or deviations were identified.

Previously Identified Item of Concern (Closed) 348/79-15-01:
This item pertained to an uncorrected problem identified in the Fuel Handling Deviation Reports in Refueling Pro-cedure FP-ACA-RI.
The inspector conducted personnel interviews verifying that a problem did not exist and reviewed a clarifying entry to this fact.

Receipt of Fuel Unit 2 The inspector reviewed the status of site preoperations for the receipt of fuel for Unit 2.
No items of noncompliance or deviations were identified.

Unit 2 Preoperational Test Procedure Review Preoperational test procedures were reviewed for conformance with Regula-tory Guides 1.68, 1.79; 0QAM section 11.4.1; FSAR Sections 6.2, 6.3.2, 8.3, 14.1.3, 17.2.11; and Startup Standard 6.
No items of noncompliance or deviations were noted during the review a.

(1) 024-5-004 Diesel Generator 1.2A, IC, 1B, 2C Response to LOSP/SI Unit 1 and Unit 2, Approved 3-09-79 (2) 052-5-010 Safety Injection Accumulators Preoperational Test, Approved 9-20-79 (3) 052-5-011 Safety Inj ection Hot Preoperational Test, approved 10-03-78 b.
The following comments were noted during the review of preoperational test procedures:
(1) Open Item:
016-5-003 Component Cooling System Preoperational Test, approved 8-9-79.
The procedure does not contain provi-sions for calculating pump head as required by acceptance criteria 2.2.
A senior licensee representative stated that these calculations will be added to the procedure. The inspector will review these corrective actions during a subsequent inspection (364/79-11-01).
(2) Open Item:
052-5-009 Boron Injection System Preop, approved 8-15-79.
The procedure does not contain provisions for calcu-lating pump head as required by acceptance criteria 2.4.
A senior licensee representative stated that these calculations will be added to the procedure.

060-5-005 Containment Cooling Preoperational Test, approved 8-9-78.
The procedure does not require licensee startup personnel to verify the data of ventilation flow as required by FSAR paragraph 14.1.3. A senior licensee representative stated that licensee representatives would:

verify ventilation flow data; b.
include ventilation system alignment on flow data sheet; attach data sheets to completed procedure; and, c.
d.
- ata sheets and system alignments would be reviewed and approved as part of the completed procedure.
The inspector will review these corrective actions during a subsequent inspection (364/79-11-03).
The refueling water surface supply for rating listed in acceptance criteria 2.5 does not agree with the rating listed in FSAR table 6.2-16.
A senior licensee representative stated that the rating would be reviewed and the erroneous value corrected. The inspector will review the correc-tive actions during a subsequent inspection (364/79-11-04).
(4) Open Item: 060-5-006 Dome Recirculation Preoperational Test, approved 8-9-78. The procedure does not require licensee startup personnel to verify the data of ventilation flow as required by FSAR paragraph 14.1.3. A senior licensee representative stated that licensee representatives would:
