DPR-71 SPECIAL REPORT PER TECllNICAL SPECIFICATION 3.7.b AND PURSUANT TO TECIINICAL SPECIFICATION 6.9.2 (1-SR-87-002)

Dear Dr. Gre.ce:

During the Unit i 1987 refueling / maintenance outage, Limiting Conditions for Operation (LCOs) were initiated on March 18, 1987, at 1400 hours0.0162 days
0.389 hours
0.00231 weeks
5.327e-4 months
for inoperable fita barrier penetration seals located at the main steam lines on the 20-foot elevation of the Reactor Building. The penetration seals, R1-2-010 (steam line A), R1-2-012 (steam line B), R1-2-006 (steam line C), and R1-2-008 (steam line D) were determined to be inoperable due to perforations in steam line boot seal material of each seal.

Due to the amount of time required to obtain replacement boot seals, the specified seven-day time frames of the involved LCOs were exceeded on March 25, 1987. Replacement boot seals were subsequently installed and' inspected; and on April 14, 1987, at 1000 hours0.0116 days
0.278 hours
0.00165 weeks
3.805e-4 months
the involved LCOs were canceled.

Very truly yours, Y ~biener$1fv C. R. Diitz, N
