Centlemen Units 1.and 2 are in Cold Shutdown to support the unit outages that started on April 21,1992. The following summarizes fire protection Limiting Conditions of Operation, that were initiated to allow work on the Fire Suppression Systems LCOst Al-93-F00J6, A2-93-F0037. Al-93-F0_Q39, and A2-93-FOO1Q At 1539 on January 6,1993, initial notification was made with Mr. Joe Serbrosky of the NRC staf f of CP&L's intent to perform maintenance on the Fire Suppression System. At 0830 on January 7,1993, both Fire suppression System fire pumps worn made-Inoperable to allow replacement of the isolation valve (2-FP-V79) and the associated instrument line. The instrumentation on this line - supplies the automatic start signal for the fire pumps. While the fire pumps were not Technical Specification Operable,' the diesel-driven fire pump remained available and was manually started and run as backup suppression until the auto start instrumentation was restored. Additionally, the following actions were taken to coordinate and expedite the completion of the instruroent line isolation valve replacements-l- 1 l The work activity was preplanned.

Personnel were stationed to monitor diesel fire pump operation.

The valve replacement was to be worked continuously until completed.

Parts were reserved and verified.

The instrument line/ valve assembly was prefabricated.

Welding and burning were minimized throughout the Plant site until a second fire pump was available. This required stopping ti.e work in the diesel fuel oil storage area.

Availability of the Southport Fire Department pumper / tanker to draf t from the discharge canal was verified.

The planned maintenance was halted when clearance boundary leakage could not be reduced / rerouted to establish the conditions necessary for welding. With additional preparations and planning needed, the clearance was cancelled and the fire pumps were declared operable at 1400 on January 7, 1993.

LCOst Al-93-F0067 and A2-93-F0066 At 1525 on January 15, 1993, CP&L's intended resumption of the activity described above was communicated to Mr. Frank Talbot of the NRC staff.

At 0730 on Saturday, January 16, 1993, both Fire Suppression System fire pumps were again declared Inoperable. Due to the previous clearance boundary leakage, additional preplanning resulted in the following:

As debris in the seating area was the primary suspect, questionable isolation valves were flushed prior to restarting the activity. When the clearance boundary was re-established there was no leakage by the isolation valves.

Ultra-sonic flow instruments were available to identify the specific clearance boundary valve needing maintenance (if the flush was unsuccessful).

An additional drain path was made available by removing the discharge check valve (2-FP-V68) for a fire protection system jockey pump, s

The pref abricated instrument line/ valve assembly was modified such that the threaded replacement valve could be installed -

and used as a boundary for the pipe welding.

,BSEPJ 93-0005 The isolation valve and associated instrument line were successfully replaced, allowing the motor driven fire pump to be declared operable at 1300 on January 16, 1993.
