SPECIAL REPORT PER TECHNICAL SPECIFICATION 3.3.5.7 AND PURSUANT TO TCCHNICAL SPECIFICATION 6.9.2 (1-SR-90 005) m-Centlemen: M During Unit 2 power operation concurrent. with tLe Unit 1 Refuel 7 and Maintenance Outage, Zone 1 of the Service Water Building Fire Detection System was declared I inoperable (annunciator pulled) on November 30, 1990. This limiting condition for .

operation (LCO) was established due to spurious alarms on the Main Control Room annunciator. The 14-day time frame of the subject LCO was exceeded on December 14,1990.

A Vork Request / Job Order (VR/J0) was initiated on September 20, 1990 to replace al a defective pull station which was suspected of causing the alarms; however, was d interrupted due, to problems in obtaining correct replacement parts. A Procurement j Amendment, Reorder, and Turnover Sheet (P,A.R.T.S) was submitted to order a replacement pull station. During the interim, further investigation identified E

a defective Fire Detection Panel which is believed to be the cause of the 4 problem. The panel has been replaced, the system returned to service, and is ]
